Recommended policy and <br /> procedures was submitted with a, statement from the Directors of <br /> both Departments and from representatives from the Parks and Rec- <br /> reation Advisory Committee expressing their joint agreement with <br /> these policies and requesting ing approval and adoption -by the Board <br /> of Selectmen as Park Commissioners * These policies are meant to <br /> facilitate the inter-workings of these DepartmentsO lir. Carter <br /> moved that the Board adopt the policies and procedures of the Parks <br /> and Recreation Department and the Department of Public works as <br /> recommended and submitted. Mr. Gottlieb seconded the motion. In a memorandum ndum dated June 12, 1987 , the <br /> Director of the Parks and Recreation Department -made operational <br /> recommendations with particular emphasis on the meed to reinstate <br /> a. gate atendate for the season. Wages for such position would be <br /> $22500*00a Ms . Rublon detailed reasons for this particular request <br /> and reported that there were no monies available to support it , She <br /> stated that this position had been a line item in the Department's <br /> budget for all three beaches but that this item was stricken by the <br /> Finance Committee , Problems specific to Attaquin Park were discussed <br /> and especially noted were problems with crowd control, illegal use <br /> of the parking area, lack of means of enforcement , and safety factors . <br /> Adverse aspects of not having the area attended by a Town employee <br /> included liability of the Town, discriminatio-n against area residents , <br /> and hazardous results of use and .ina.ppr o pr i a e use . Ms . Rubin would <br /> intend that a. gate attendant would be certified in First Aid and <br /> CPR skills , use of police radio for emergency situations axed by-law <br /> enforcement. The Park has a. resident-only sticker policy. Ms . <br /> Rubin also requested that the DPW be permitted to move rocks to block <br /> off several -accesses to the Park.. , .T i is a recommendation dation of some <br /> a.bu tingl ndowne rs also., and will help to keepnon-residents out. <br /> Mr. Virgilio also requested approval to place a, heavy steel gate and <br /> wake it a security gate which the attendant would be able to operate . <br /> Also , in the parking lot a, dog. b space will be ds igna e d as being <br /> for the use of emergency vehicles only - other vehicles will be towed <br /> at owner's expense . Mr. Lawrence stated that the Board of Selectmen <br /> should have a more detailed indication of rook placement and also , <br /> authorization of property owners for rock blockage . The Executive <br /> Secretary submitted a. draft letter approved by the Deputy Chief of <br /> Police that could be seat by a representative of the Board to the <br /> property owners regarding the rook placement and requesting per- <br /> mission to post their land as "no trespassing". Selectman Gottlieb <br /> moved that the Board of Selectmen support the recomr e d tion of the <br /> Parks aridRecreation Department relative o signs and road blocka, <br /> at Acta uin Park. lir.
