Town C o uns e t re : Town !�Y-law <br /> Sectio � •�� 1*lr2 I��flrnr.■`� . <br /> Murphy referred to a written communication dated July 27v 1987 <br /> in which Town Counsel Reardon discusses thisBy-law and the method <br /> of its approval and adoption by the Town as Article 13 of the <br /> Special Town Meeting of May 4, 1987. Mro Reardon noted ,, "Article <br /> 13 of the Special Town Meeting Of May 4t 1987 was adopted by a, Grote <br /> of 268 in favor to 7 opposed, Neither the motion which was favorably <br /> acted upon, nor the article itself rade any reference to the re- <br /> quired determination under Section 2.9.2. 11. Mr. Reardon further <br /> noted, "Article 8 of the Special Town Meeting of March 23 , 1987 was <br /> adopted by a unanimous vote of the Town Meeting. Neither the motion <br /> nor the article nor discussion at the meeting referred to the <br /> Section 2.9.2 determination. It is Mr. Reardon's opinion that these <br /> articles rust be ratified pursuant to Section 2.9.2 prior to ex- <br /> ecuting deeds of con e an .e disposing of real estate authorized b <br /> T Meeting. Mr. Murphy stated that there are three such articles <br /> which would require ratification and confirmation by Town Meeting,, <br /> It was unanimously agreed that these three articles be deferred to <br /> special Town meeting, <br /> 6. Popponesset Dredging Project. Mr. Caster reported <br /> that dredging is proceeding <br /> 7 . Mr. Caster requested that a meeting (s ). or process <br /> be instigated to clearly show the movement of monies .into and out <br /> of Town coffers as well as the actual monetary figures ., Board em- <br /> bers concurred with this request. Mr. Murphy will set up a. method <br /> to comply with this request, <br /> . Mr. Murphy reported that he did pick up plans and re- <br /> lated documents from Tower. Engineer Charles Rowley relating to Great <br /> Oak Road this date as directed by the Board of Selectmen. He said <br /> that subsequent to that, he ret with legal counsel of the Department <br /> of Environmental Management today and other I".ndividuais from that <br /> office and that they have taken copies of hose plans and, Mr. Murphy <br /> said , "Subsequent to that, 1 talked with Mr.. Rowley who related to <br /> me what he felt needed to be done". <br /> NEW BUSINESS : <br /> i <br /> 1. Popponesset Beach Association -- A2Elication for Permit. <br /> The Association has requested a permit to conduct a three-mile road <br /> race in the Popp ness tt area, to be held August 8 , 1987* Mr, -Lawrence <br /> moved that a permit to conduct said race on August 8, 19 be granted <br /> as requested. Mr. Manson seconded the motion. The Grote was unanimous . <br />
