' --1 L P Board of Selectmen's M . Minutes of August 31 , 1987 S.E.A. Consultants has done virtually the carne thing. Sel . Lawrence said that he did not have any objection in putting on the warrant for the town meeting but cautioned them to find out for sure about the engineering plans. Mr . Orl redo said that was the reason he came before the Board as he wants the Selectmen to tame the roads. Sel . Lawrence aid that he can't vote to take thea until he sees the engineering plans. Mr. Orlando said that he wants the Board of Selectmen to abide by the zoning laws h i ch says that they have the power with the Department of Public Works to decide if they need to be taken and if so, they have the power to go before a special town meeting to ask for the funds and the legal work . e 1 . He said that he did not think there would be an objection t placing th i article on the warrant and giving the fact t hat waterpipes are going in there is good logic to doing both projects at the same time . e 1 . Thomas suggested that he put it on a Planning Board agenda. Ton Counsel said that the plan S.E.A. Consultants have may not be appropriate for a taking plan because he does not know if there are any drainage areas in that road. Sel . Thomas said that she would think that it would be the Planning Board-'s Town Engineer , Char l ie Rowley, who would make the determination . She suggested they contact Tom Pudal a, the Town Planner , to check. el . Carter said that they want to see if the easement plans are sufficient for the road-taking plans. Mr . Orlando asked what if they are not sufficient? He said that it says in the by-laws that the Board of Selectmen would put an article on the special town meeting to get the funds to make the plans. Joe Murphy said that the conversion plans speaks to March I which the Director of Public Works would make his recommenda- tion ecomm nda- tion to the Beard by March I for an Annual Town Meeting and at an Annual Town Meeting or Special Town Meeting, the Selectmen coul d do it . el .
