r -16- <br /> Board <br /> Board of Selectmen's Mtg. <br /> Minutes of August 31 , 1987 <br /> Thomas said that they are waiting until they get their act <br /> together and then will call up and schedule it . <br /> Mr . illi asked what would be the next step when the <br /> easement problem is resolved? Sel # Thomas said that they <br /> hope to have the easement plan article in their subsequent <br /> town meeting, She said nothing is on file for the taking of <br /> the easement . Town Counsel said there is st i l 1 ars issue a <br /> to whether or not the funding will be funded by bonding, He <br /> said that right now the town meeting vote is for the town <br /> doing the bonding. He said that , of course, presuming that <br /> Bond Counsel is goingto approve the bonding by the town for <br /> a project that is located within the geographical territory <br /> f the h a hpee Water District . He said that the preferable <br /> way to go is for the water district to barrow the money, get <br /> the project off and running and then fund it through a bond <br /> issue. He went on to say that the difficulty is that bond <br /> counsel is taking the position that it will be very awkward <br /> and very difficult for the town to issue bonds which wi l l be <br /> paid for by the water district. Bond Counsel said that it <br /> i 1 1 be very complicated and there would be lots of problems. <br /> Town Counsel said that Bond Counsel , Henry Hall , is an expert <br /> within the State . Town Counsel said that Bond Counsel has <br /> not identified the problem as he has nDt researched it but <br /> Bond Counsel 's opinion is usually right on if he sees a <br /> problem. <br /> e l . Thomas said that they have all been working in the best <br /> interest of the Briarwood people, the Summerwood people an <br /> the Ashumet people because they have a problem and they wart <br /> to do something about i t . She said that this other gliche. <br /> disturbs her greatly. Sel . Thomas said that she felt that <br /> the Br i arwood problem is not a town related problem but that <br /> the town has a tremendous responsibility to these people . <br /> Town Counsel pointed out that once Commissioners are in place <br /> in the Water District , Commissioners can prepare a warrant <br /> for a district meeting and lots of things can take place . He <br /> said he asked the question o4 Henry Hall as to whether the <br /> Water District could borrow money and he said that there <br /> would be no problem with the Water District in borrowing <br /> moneY on short term or issuing bonds* He said that appro- <br /> priate ate authorization can be given to the Water Commissioners <br /> and they could o forward with the project. Town Counsel <br /> said that he thought it coup go out to bid. <br /> el . Carter pointed out that the message to Briarwood is that <br /> if the District takes over , it may move quicker. Town <br /> Counsel said that if the District takes over, he felt certain <br /> that it would rove in a more expeditious fashion than if the <br /> Town goes forward with i t . <br />
