Jacobson reported to the Board relative to her <br /> inspection of the property proposed to be donated by Sunset <br /> of Mashpee Trust. <br /> The Board agreed that before this donation can be accepted, <br /> that the attorneys involved should communicate with the lot <br /> owners i n the area to dterrni ne whether they are i nterted <br /> in giving the property to the Town, <br /> The Board discussed memo from Mr. Murphy relative to the <br /> change in Torn Bir-Laws that would permit a position o be <br /> created at a special torn meeting. <br /> The Board agreed with Mr, Murphy's recommendation (#3) <br /> C Permit positions to be created at annual meeting or at <br /> special meeting, but only at special if one of two <br /> conditions were satisfied <br /> a The department in which the position was being <br /> created was being reorganized. <br /> b Selectmen certify that they have examined the <br /> organizational structure of the department and <br /> recommend not change. <br /> The Board added to b - should be a 4/5 vote of the Board <br /> of Selectmen with advice of the Finance Committee. Also, <br /> this Should occur only in an extraordinary circumstances. <br /> Mr. Gottlieb suggested this be followed for rec ass i f cat i-on <br /> as well . <br /> The Board noted Chester Koblins y`s memo of March 7, 1989 <br /> relative to the appointment of Richard Mailly as Assistant <br /> Harbormaster to be paid at $7.26 per hour. <br /> The Evaluation system developed by Selectmen Carter was <br /> approved by the Board. <br />
