BOARD OF SELECTMEN Page f MINUTES MO DAY, JANUARY 7, 1991 Water District: The motion was made by Selectman Manson to take this matter under advisement until the meeting of the 28th. Selectman Gottlieb seconded the motion. The vote is favorable with the Selectmen. I . Jones suggested that although the proposal is for; the annual town meeting election ballot, could there be a. special town meeting for this article. Town Counsel advises there could be a. special town meeting. The Board of Selectmen will -take this concern under advise- ment until the meeting of January 28, 1991. Harbor Management Plan: rte.- ■ r r r•- Tom F data was present to discuss -desig .a.ting a planning representa- tive relative to municipal harbor plan approval proceedings. The deadline date is January 12, 1991. Mr. Virgilio has offered to hand deliver the designated representative of l ashpee to the Secretary of Environmental Affairs. Mr. Fudala also adds, if a planning representa- tive is not appointed, we must start from scratch and begin our planning again under a. scope of work designated by the state. Selectman Gottlieb explains that this is basically a. comment process and not a. final draft, The state would extend the public comment period to rake sure we are satisfied locally. The motion was made by Selectman Hanson to appoint Kevin Harrington as designee planning representative. Selectman Lawrence would also like r. Harrington appointed as planning representative ona temporary basis. e would like Tom F�udala, to file the application this week t meet the January 12th deadline and discuss this further at the next scheduled meeting with the Board. selectman Lawrence feels more than one person may be involved in the planning process, He has amended Selectman Hans on' s motion to include the appointment of Mr. Harrington on a temporo basis until this is discussed further. Selectman Gottlieb feels the largest issue is to submit a planning representative to the state. He has made the motion to appoint Mr. Harrington as the designated planning representative to Mashpee and for the Board of Selectmen to work on the details on the agenda. of January the 28th. Selectman Jacobson seconded the motion. The vote of the Board is unanimous -o. Selectman Carter would like Mr. Fudala to return with his views on the appointment of a, single representative or a. group to representing the town. Selectman Gottlieb commented on the substantial improvement of the report and selectman Jacobson commented on Mt. F dala' s_ job of incorporating the municipal harbor plan proceedings to the public . 7: 47 p.m. 2olice Station Addition: Mr. Ethier was present to recommend the Board of Selectmen execute the certificate of substantial completion to the police Station addition, He reports the# completion is 99.9% done. There are minor touch ups with the painting.
