• BOARD OF SELECTMEN Page 5 k MINUTES MONDAYp MARCH 49 1991 Seniors Center Building Committee: Kevin Harrington reports there is an..:antic ip ted sum of $244, 000 available for this project from the completed projects that can only be used for this purpose. The completed projects include the Transfer stations DPW building and Middle School roof. Selectman Jacobson approves of the plan and Feels there are enough senior citizens to warrant the expansion. She intends to work to see it happen. The new meeting room has a capacity of 1-125 people and will still serge the community needs. Selectman Hanson questions if this. is -exempt from the Cape Cod Commission, Selectman Jacobson will check on this matter. It was also noted that Walter Yarosh is the architect and that this is article #l2 on the draft warrant articles for the May Annual. Town Meeting. 8 : 00 p.m. Cross Swearing of Police Officerst Selectman Carter asked why Bourne would be included in the cross swearing of police Officers since Mashpee does not abut the town. It was replied by Deputy Cooper that the department would like to be consistant with the regulations. Bourne is similar in size area dP wise and the manpower is about the same as lashpe e' . Part of the regulations are to establish other types of units. With theerga.ng of the town' s, the cross swearing of Police Officers will pool officers in the event of major crimes and the weighing of trucks when extra service is needed. If a Mashpee Officer is in Bourne and is negligent, Selectman Carter asks if this is a liability to iashpea Town Counsel advises the answer is yes regardless of the cross swearing. If a Mashpee Police Officer did wrong in Bourne, both town' s become liable. Selectman Gottlieb states that if it makes it easier to do region- al activities, there are benefits to cross swearing. Bourne will soon be doss swearing with Sandwich. Selectman Hanson also iagrees with the method of unification of the three towns and the potential benefit. it. Selectman Jacobson is pleased with the drug grant and would like to.x continue to work to remove drugs in the town' s. Selectman Gottlieb made the motion to approve the cross swearing f Police Officers contingent upon the approval from the other town' s i#, ld . The motion was seconded by Selectman Jacobson. The vote is unanimous with the Board. Discussion a ardin Fee Increases Zone Articles: The Board discussed the money articles on the draft warrant for consideration. They are as follows; Article 3 a Wo cost of luring increase of the PAP salary schedule. Mro Harrington reports there are two labor contracts currently settled and the cost of living increase is the same as proposed, Article : Selectman Gottlieb is not in favor of the % cost of living increase. The Town is no closer to reorganizing the step increases vs. the cost of living increases than they were last year,
