BOARD OF SELECTMEN Page 3 <br /> MINUTES <br /> MON DAY, MARCH H 18 9 1991 <br /> Mash ee aey Pond Gate: <br /> Selectman Gottlieb is in favor of the gate attendant and suggests <br /> a Mashpee Police Officer or an Environmental Police fficer}!be used <br /> for that duty. <br /> If the ramp were turned over to the state, Selectman Jacobson <br /> states the concern may not be for the l a.shpee resident. Where may <br /> be no responseo In the past, the state ran the ramp and there were <br /> problems. <br /> 7:30 P.m- volunteers in Governments. <br /> As reported by Robert Sullivan, there are currently eight <br /> volunteers five months into the program. The potential savings to <br /> the town is $4, 000. The volunteers work throughout the town as <br /> clerks. There is also a computer person, <br /> Mr. Sullivan has talked with Senator Kennedy of the VIG program. <br /> In two months when the group is formed money will be available. He <br /> w911 update the Board of this concern <br /> The Board agrees the dedicated volunteers in government service <br /> have dome a great job. <br /> 701 p.m. Selectman Carter has arrived for the meeting. <br /> 7:32 p.m. Tax Classification, <br /> Ben Lofchie reported the tax bills are ready to go on time and <br /> made note of the efforts of David Bailey and Lynne Traudt in the <br /> department. They are proud to have David Bailey as a. deputy assessor. <br /> David Bailey was present to discuss the tax classification with <br /> the Board. To adopt an open space dicount is not recommended by the <br /> Assessing Department, The Board of Assessors discounts heavily with <br /> -limits to the use of open space. <br /> Selectman Gottlieb has suggested iiot to provide tax relief In <br /> a. development with open space that would have benefit to thea and try <br /> to provide the ability for people to leave parcel.s of land open, not <br /> just the developers, <br /> To grant a residential exemption is also not recommended by the <br /> Assessing Department, vacation home owners would claim lashpee as <br /> their r sid hce to avoid the tax and decrease the tax base. <br /> The Assessing Department has also recommended nd� adopting a <br /> split tax rate. This would create hardship for existing businesses;. <br /> and discourage commercial investment in Mashpee. Most businesses <br /> in Mashpee are sole proprietorships, <br /> The motion was rade by Selectman Lawrence to remain at the <br /> resident tax factor of one and not discount open space. The motion <br /> was seconded by Selectman Gottlieb. The vote is unanimous. <br /> The motion was made by Selectman Lawrence not to grant a. residential <br /> exemption, The motion was seconded by Selectman Jacobson, The vote <br /> is favorable 3-1 with Selectman Gottlieb in opposition. <br /> The motion was made by Selectman Lawrence not to adopt a split <br /> tax rate. The motion was seconded by Selectman Gottlieb. The vote <br /> is unanimous with the Board. <br />
