Board is l00% beh*nd the increase with the support <br /> of the Finance Committee and Kevin a.r ington. <br /> Kevin Harrington would like to continue with article #3 to maintain <br /> the c on s i stany and equity. PAP employees involve most of the depart- <br /> ment heads and supervisory staff. They should not be treated any <br /> different than other employees. e <br /> Mr. Darrington has talked with the five unions of the wage freeze <br /> and will rec i eve their answers by Friday. He will also get their input <br /> on the labor contracts expiration date. e requests all future labor~ <br /> contr cts1 <br /> expire -� . on dune 30, 1992s <br /> Selectman Lawrence is opposed to the increase in the private <br /> sector in these particular ties,, He does not want to be locked into <br /> the increase. It is a large base of where negotiations would start. <br /> Selectman Jacobson would like to decrease the level realizing <br /> there is a. problem th the steps. PAP employees should not be the <br /> only group to be cutback. <br /> Selectman Gottlieb agrees that one group should not be singled <br /> out. He suggests the Board consider this 'n tandem with the union <br /> notifications on F i ay. <br /> Diane Rommelmeyer made note of the step increases in all urians <br /> and the PAP plan is no different than any other union. <br /> Mr. Harrington is trying to continue with the program and make <br /> the cuts. Selectman Lawrence Feels this is not the answer. There will <br /> e no one to run the system with the decreased siz 1 w governments <br /> A suggestion was made by George Costa to adopt the cost of living <br /> increase when people have maxed their top stops instead of giving both <br /> cost of living increases and step increases. <br /> The motion was made by Selectman Gottlieb to continue to work <br /> on the collective bargaining and vote on April. 1.9 1991. to execute the <br /> warrant. The motion was seconded by Selectman Lawrence, The vote is <br /> unanimous with the Board. <br /> To wait until. April lo 1991 to execute the warrant would give the <br /> process a. chance to be worked out over the next few weeks. Selectman <br /> Gottlieb does not want to send a, wrote signal to the unions, If the <br /> unions approve the voluntary wage freeze, the schools should also be <br /> included. <br /> Warrant Articles for Discussion; <br /> Article #3 and Article #4 will be deferred until April 1 1991. <br /> Article #8 and Article #9 involve the engineering services and <br /> the environmental monitoring of the Summerwood/Ashers Path area associated <br /> with groundwater contaminations <br /> The fee from Wesson and Sampson is $100, 000 in engineering costs <br /> of the 21E process of the hazardous waste plume.
