r <br /> BOARD OSELECTMEN Page 5 <br /> MINUTES <br /> MON DAY , APRIL lo 1991 <br /> 91 <br /> Discussion and Execution of Annual Town Meeting,___and Special <br /> Town Me.eting Warrants <br /> Seventeen articles for the Special Town Meeting were discussed <br /> y the Board and Executive Secretary for approval. lir. Harrington <br /> reviewed the articles as follows; <br /> Article 1: This seeks to transfer approximately $45, 000 from <br /> a number of different accounts where there is no longer an interest <br /> cost. This money is to be transferred to a temporary borrowing <br /> account. <br /> Article 1 is in tandem with Article 4 which seeks to transfer <br /> revenue from free cash. <br /> Article 2: Mr. Harrington was informed by Dr. DeM ura that the <br /> School. Committee will transfer* for appropriation to the Falmouth High <br /> School tuition deficit. There is a shortfall of a.pp,r•b ia.tely $130, 000. <br /> Selectman Lawrence asks where this money has come from ' He is <br /> informed by Nor. Harrington there is approximately $ in surplus <br /> from the school this fiscal year. <br /> With the additional money, the School Committee has authorized <br /> Dr. Delour•a to purchase supplies and repair facilities that would have <br /> been budgeted for FY 92. The additional money is approximately <br /> $170t000o <br /> Dr. Pett. explained the surplus is due to the cuts in employment, <br /> hiring people at a lesser step, resignations and energy savings. <br /> Selectman Hanson has recommended the Board request the School <br /> Committee a.s to where the money has come from in writing to obtain the <br /> facts and figures, <br /> Selectman Carter reviewed the surplus figures with the Board. <br /> Sick leave buy back $146, 520 - Energy costs $60, 000 - Personnel <br /> resI nations, reductions $28 , 314 - Special Education $133, 716 to total <br /> a surplus of $368, 550a <br /> It was noted by Dr. Petti the School Committee has worked hard <br /> with the Finance Committee to reduce the budget to bare bones, If a <br /> child moved into town, special education could tr. ple. <br /> Selectman Gottlieb agrees that special education is difficult to <br /> predict. He has recommended to hold the money in the special education <br /> account. <br /> Selectman Gottlieb made the motion to ask the School Committee and/or <br /> Dr* D l oura of the background information on the proposed savings and <br /> how they propose to spend it. He would like the opportunity to discuss <br /> this with the school Committee. This information was requested to be <br /> in writing to the Board along with the request to the School Committee <br /> to refrain from making the expenditures. <br /> The motion was seconded by S-electman SelectmanLawrence. The vote of the <br /> Board is unanimous'. <br /> Dr. Petti has urged the Board to attend the school Committee Meeting <br /> on Wednesday at 7tOO p.m. at the Mashpee Middle School. <br />
