r BOARD OSELECTMEN Page 5 MINUTES MON DAY , APRIL lo 1991 91 Discussion and Execution of Annual Town Meeting,___and Special Town Me.eting Warrants Seventeen articles for the Special Town Meeting were discussed y the Board and Executive Secretary for approval. lir. Harrington reviewed the articles as follows; Article 1: This seeks to transfer approximately $45, 000 from a number of different accounts where there is no longer an interest cost. This money is to be transferred to a temporary borrowing account. Article 1 is in tandem with Article 4 which seeks to transfer revenue from free cash. Article 2: Mr. Harrington was informed by Dr. DeM ura that the School. Committee will transfer* for appropriation to the Falmouth High School tuition deficit. There is a shortfall of a.pp,r•b ia.tely $130, 000. Selectman Lawrence asks where this money has come from ' He is informed by Nor. Harrington there is approximately $ in surplus from the school this fiscal year. With the additional money, the School Committee has authorized Dr. Delour•a to purchase supplies and repair facilities that would have been budgeted for FY 92. The additional money is approximately $170t000o Dr. Pett. explained the surplus is due to the cuts in employment, hiring people at a lesser step, resignations and energy savings. Selectman Hanson has recommended the Board request the School Committee a.s to where the money has come from in writing to obtain the facts and figures, Selectman Carter reviewed the surplus figures with the Board. Sick leave buy back $146, 520 - Energy costs $60, 000 - Personnel resI nations, reductions $28 , 314 - Special Education $133, 716 to total a surplus of $368, 550a It was noted by Dr. Petti the School Committee has worked hard with the Finance Committee to reduce the budget to bare bones, If a child moved into town, special education could tr. ple. Selectman Gottlieb agrees that special education is difficult to predict. He has recommended to hold the money in the special education account. Selectman Gottlieb made the motion to ask the School Committee and/or Dr* D l oura of the background information on the proposed savings and how they propose to spend it. He would like the opportunity to discuss this with the school Committee. This information was requested to be in writing to the Board along with the request to the School Committee to refrain from making the expenditures. The motion was seconded by S-electman SelectmanLawrence. The vote of the Board is unanimous'. Dr. Petti has urged the Board to attend the school Committee Meeting on Wednesday at 7tOO p.m. at the Mashpee Middle School.
