C BOARD OF SELECTMEN Page 4 MINUTES MONDAY JUNE 249 1991 . Administrative Plana Selectman Jacobson is disappointed to recieve the information so late with appointments to be made. It somewhat confuses the issue. It was noted that Town Council has agreed to either hold on the appoint- ments or appoint for 90-120 days. This is something that has been long overdue states Mr. Harrington. He has no problem with continuing all appointed committees and chair- men until we've had time to discuss this and make our recommendations in the fall. To appoint for the year, does it proclude from making changes asks Selectman Gottlieb? The reply from Mr. Harrington is affirmative. To appoint for twelve months, the changes will not be able to be made until the following July. The motion was made by Selectman Lawrence for the appointments to be made for whatever term. This is going to happen states Selectman Gottlieb. It . should be on a sbhedule, will it be effective in October and it is presumptious to determine the effective date at this point. It was suggested by Selectman Caffyn to appoint for one year. This would allow ample time to educate and understand the ramifications. She supports a strong manager form of government but is not prepared to . vote on the department head appointments with no prior evaluation. It was suggested by Selectman Lawrence to establish specific times for the Board to meet dealing soley with this issue. Selectman Jacob- son has suggested the date of July 8, 1991. Selectman Hanson suggested every Wednesday night thereafter. The dates are July 8, 10, 17 and 24th for discussion. It is the consensus of the Board to meet on the above scheduled dates. Letters of Resignationa The motion was made by Selectman Gottlieb to accept the letters of resignation from B.J. Thomas, Leo Turo, Manuel Glickman and Louise Behrman with regret. He has recommended to send certificates to the people named serving on the committees. The motion was seconded by Selectman Caffyn. The vote of the Board is unanimous. The vote is 5-0- Letters of Interests The letters of interest from citizens interested in becoming members of various committees is so noted by the Chairman of the Board. FY 92 Reappointmentsa It was suggested by the Chairman to hold the appointments of the Department Heads for further discussion. The motion was made by Selectman Gottlieb for those not held for • discussion be appointed for the terms indicated on the recommendation sheet. The motion was seconded by Selectman Caffyn. The vote is unanimous. The vote is 5-0.
