BOARD OF SELECTMEN Page 5 MINUTES TUESDAY, SEPTEMBER 3, 1991 • Cape Cod Commission Application Appointments: Mr. George Benway: Selectman Lawrence feels Mr. Benway may have preconcieved notions which is the problem he has with the appointment of Ms. Jacobson. The economic crunch we are in now gives us a time out to make some hard decisions explains Mr. Benway. He tries to listen to both sides to judge a decision. Selectman Caffyn asks if Mr. Benway has the time to attend the meetings? With past involvement as a Selectman, he was committed to the hours and ran a business. He has attended Commission meetings as asked by Selectman Hanson. Selectman Gottlieb asks why the change and is it genuine? Mr. Benway informs the Board that in the past six months with the slow down of the economy he has had time to view what is happening. The Cape will not be the Cape I know if we define growth as we used to he states. There is also a severe burden without local aid and he regrets not doing this before. 8 :30 P.M. Mr. Joseph P. Rintone: Mr. Rintone explained he is a newcomer living on the Cape for twenty-two months. He was active in Town Government in the Town of Randolph and was initially against the Commission. He felt there was no; need for another Governmental body. Mr. Rintone feels the tax base on the Cape will broaden. The Commission will control where industry can go with housing and reducing expenses. He is semi-retired and has the time to devote to the position. Mr. Rintone has his own opinions, but would get the view of the Select- men and reflect judgement to the Commission. He feels McDonalds would have been good for the Town. When asked if the Commission is anti business, Mr. Rintone feels it may hurt Cape Cod in the long term since it can control the grow+h and designate where it is going to go in terms of business functions. He has not attended any of the Commissions meetings to date, but has worked in the number two hazardous waste site in the state task force serving as Water Commissioner to the Town of Randolph.. Selectman Gottlieb asks why he is seeking appointment if he was originally a4inst the Commission? Mr. Rintone was against the concept. It doesn' t mean he couldn' t work for it. He also feels it has not done the Town well. 8:36 p.m. Carol Jacobson: Carol Jacobson made note she has supported the Commission and concept. There is a need for a regional approach and not just town by town. She has previous experience as interim appointee attending the meetings of the Commission. Mrs. Jacobson would like to continue with her position in the Commission, but would be delighted to find another candidate. There is a need for balance and controlled growth. The character of the Cape is also important. There are many large projects in Mashpee such as the Bufflehead Bay, Maushop, Beach Nourishment and Mashpee Commons in the future and Mashpee needs representation.
