4 BOARD OF SELECTMEN Page 2 <br /> MINUTES <br /> TES <br /> WEDNESDAYr SEPTEMBER 11, 1991 <br /> Selectman Caffyn asked what. areas he has participated in with <br /> concerns of the Town of la.shpee Mr. Ducherin was <br /> Involved with the <br /> Rotary Bypass Committee as a local and state official. When asked <br /> of Donna' s Lane, he feels it is critical to moving traffic and will <br /> serve the purpose for all. Fu �ding is desired from the local and state <br /> level. It is a. perfect opportunity to demonstrate how it will work out <br /> with all participating equitably in terms of funding, <br /> Mr. Duchemin is thankful it for the opportunity to discuss this <br /> position. He offers his expertise to the Town regardless of the <br /> outcome. <br /> 7: 28 p.m. Mr. Jack Landers-Ca.uley: <br /> Mr. Landers-Ca.uley gave a. brief history of lois past employment <br /> and experience as a. civil engineer. He made note e is row in private <br /> practice operating from his hone in Falmouth, <br /> Selectman Gottlieb asked if he has experience 'in putting together <br /> municipal budgets? Mr. Landers- auley replied he has not prepared <br /> budgets for municipalities, but has prepared budgets for the private <br /> sector ranging from $8, 000 to $50, 000. He has supervised work crews <br /> with _different responsibilities including field crews and professional <br /> staff. <br /> When asked of his strength in the position, i Landers- auley <br /> feels his immediate background as a. civil engineer and land surveying <br /> experience to be his strong points* He also has a. good idea of the <br /> needs in the Upper Cape in terms of growth, <br /> .For a. position Like this, a person has to do the job whatever it <br /> takes and will pefform as a servant to the public explains lir. La ders- <br /> a.uley. The taxpayers will be his boss. He is willing to attend <br /> meetings and act as a ,:.liason for the. Board of selectmen and Executive <br /> Secretary, <br /> Selectman Jacobson asks if he will be concerned for the environ- <br /> ment while doing the required work? Mr. handers- a.uley is keenly aware <br /> of some of the environmental issues. He hopes to have enough wisdom <br /> to strike a. balance, <br /> Mr. Lander s- a.uley was also asked if he would be willing to move <br /> to Mashpee since it is felt the Director of an important department <br /> be a. Ma.shpee resident; He is not willing to move. He made note' he <br /> can be more objective in this position by not being a resident. His <br /> hone is six miles from the town line and twelve miles from the Town Hall. <br /> Selectman Lawrence asks of his objectivity when there is ars occurance <br /> of a. snowstorm or hurricane? lir. Landers- a.uley noted the jab would be <br /> 50% administration and % hands on. He would not ask the men to do <br /> something he would consider not safe. Prior to his schooling, he worked <br /> as a, carpenter in a. construction company for two years, He has had a.lot <br /> of field experience and is not opposed to .doing it. <br /> Mr. Landers- a.uley has dealt with � ersonnel problems and has had <br /> the responsibility to terminate employee'. s.
