i <br /> L <br /> f t <br /> BOARD OF SELECTMEN page <br /> MINUTES <br /> MONDAY, SEPTEMBER 16, 1991 <br /> Review and Execution of the October TownMeeting-warrant: <br /> Article 16: Selectman Jacobson has stepped down for this discussion. <br /> The article was submitted at the request of our attorney states <br /> Mr. Harrington. It seeks to convey a parcel of tax title land that <br /> is approximately 1000 square feet, <br /> The sons of the owner in question were present to discuss this <br /> article :iAdth the Board. Mra Rantuccio has been paying taxes since <br /> 1946 on-this parcel.. They claim the deed was never recorded in the <br /> Barnstable Registry of Deeds. The land i.n question is f the total <br /> parcel. In 1953t . the Town took the parcel for back taxes although the <br /> father is still making payments to date. He has leen getting a. tax <br /> bill since 1946. <br /> The Town of l a hpee took the parcel_ in the early 1950' s for low <br /> value taking explains Attorney horse* In the Enid. 1950' s the property <br /> was placed back on the tax role and the tax *bill has been sent to the <br /> father ever since. It was discovered within the last year or two that <br /> they did not own the property, but the- title stood in the name of the <br /> Town of lshpee. <br /> The motion wa.s made by Selectman Lawrence to include Article 16 <br /> in the warrant. The motion was seconded by Sel ,ctman Cff, n. The <br /> vote is unanimous. The vote is 3-0. <br /> Article 17: Mr-. Vaccaro recommends that this article not go on <br /> the warrant. To replace buoys, markers and floats should be paid from <br /> existing funds and obtain reimbursement since it is due to hurricane <br /> Bob. The sum is a.pproximatel $5-89000 which would be taken from the <br /> dredging find. <br /> Mr. Harrington made mote the money is asked for from the waterways <br /> Improvement Fund which is traditionally used for dredging purposes. <br /> The motion was made by Selectman Lawrence to remove Article 17 from <br /> the Warrant. The motion was seconded by Selectman Hanson. The vote <br /> of the Board is unanimnous. The vote is -o. <br /> Article 29: lir. Vaccaro noted to be included In the actual motion <br /> at Town Meeting, the debt service be paid upfront relative to the <br /> betterment. <br /> The motion was made by Selectman Hanson to include Article 29 in <br /> the Warrant. The r oti n was seconded by Selectman Lawrence. The vote <br /> of the Board is unanimous. The vote is 4-0. 4 <br /> Article 34: The approximate cost to the Town is $35, 000 states <br /> Vaccaro. Chapter 90 funds may be available for this article. He <br /> recommends if this goes on the warrant for the motion to state contingent <br /> upon reciept of Chapter 90 funds, <br /> The motion was made by Selectman Lawrence to include Article 3 <br /> in the warrant. The motion was seconded by Selectman Hanson. The vote <br /> of the Board is unanimous. The vote is 4-o. <br /> Article 35: It is the consensus to release Article 35 from the <br /> holdand approve. <br /> Article 38 : r. Vaccaro noted the explanation is wrong on this <br /> article. It seeks to increase the hours of the Assistant Health Agent. <br /> Mr. Costa, noted the Board of Health wishes to withdraw this article. <br /> Mr. Harrington asked for a. confirmation in writing. <br />
