or , <br /> IP <br /> BOARD OF SELECTMEN Page 2 <br /> MINUTES <br /> MONDAY, _ JANUARY 27, 1992 <br /> EXECUTIVE SECRETARY WEEKLY REPORT : <br /> Barnstable Town counsel member David Houghton has contacted <br /> Mr, Harrington offering his services to the Town without compensation, <br /> for an interim basis until the end of Tune. <br /> Mr, Houghton is currently working on his graduate degree in <br /> Public Administration and would obtain credits towards the internship <br /> indicates Mr. Harrington. <br /> Mr. Harrington has recommended the Board accept the services of <br /> Mr. Houghton. He could review procedure manuals and written documents <br /> that are in need of order, Mr, Houghton has been a member of the <br /> Finance Committee in Barnstable since 1981 and offers a wealth of <br /> experience. He envisions Mr. Houghton to offer 10-15 hours a wee} <br /> of services . <br /> The Board is in agreement to accept the services of Mr. Houghton. <br /> 7 : 10 p.m. OLD BUSINESS: <br /> Ambulance Billinq contract : <br /> The Board is in agreement to defer this discussion at this time <br /> until. Town counsel arrives . It was noted by Mr. Harrington that Town <br /> i counsel has an addenda to the proposal.. <br /> Coombs school Usage and Payment of Custodial Coverage: <br /> Dean Driscoll has asked the Board to support the anticipated cost <br /> for the coverage of custodial serices�iat the coombs School for youth <br /> basketball . <br /> The anticipated cost to provide custodial services for seven <br /> Saturdays for three hours perrday is $378 relates selectman Jacobson. <br /> Selectman Mills is concerned as to where the money will core from <br /> if the money is not in the school budget. She asks if we charge for <br /> the program? We do charge for the program, but the exact amount is * of <br /> Kmo%4nrelates Mr, Harrington. <br /> Selectman Lawrence notes his concern to determine the funding <br /> mechanism. He has recommended to hold this until the next Board meeting <br /> on Monday, selectman Mills adds to include the anticipated revenue <br /> to be generated from this event . <br /> 7 : 16 p,m, Public Hearing: shellfish Permit Fee Schedule: <br /> David Ryan was present to- support the fee schedule for 1992 . <br /> He indicates the Shellfish commission endorsed the fee schedule on their <br /> meeting of January 2 , 1992 . There are no changes from last year indicates <br /> Mr. Ryan. The fees aro similar to other cape towns . <br /> Selectman Mills notes her concern that the reduced rate is not <br /> based on income level , but based on age. She feels the fee should be <br /> based upon financial meed.. <br /> The Shellfish Commission has discussed the provision of a reduced <br /> shellfish family permit to those in financial need, if the Board o <br /> Selectmen determine a policy of a discount program, the shellfish Com- <br /> mission <br /> om- <br /> mi sion would comply indicates Mr. Ryan., <br />
