• a <br /> 4P <br /> 4 <br /> BOARD OF SELECTMEN Page <br /> MINUTES <br /> MONDAY, JANUARY 27-f 1992 <br /> Public Hearing: Shellfish Permit Fee Schedule: <br /> Selectman Mills suggests to eliminate the special rate and have <br /> one flat rate for all unless we can determine a rate based upon need. <br /> Mr. Fiorentini feels the fee schedule is in order. He indicates <br /> that in th ,,post, many have contributed to the kitty to help pay for <br /> expenses . He feels if certain cases warrant the red-uced fee, many <br /> fishermen will contribute additional monies to help pay for expenses . <br /> *The motion was made by Selectman Lawrence to approve the Shellfish <br /> Permit Fee Schedule for 1992 as proposed by the Shellfish Commission. <br /> The motion was seconded by Selectman Jacobson. The vote is favorable <br /> 2-1 . Selectman Mills is in opposition. <br /> NEW BUSINESS <br /> Popponesset I1and Brie <br /> Town Counsel has net with the attorney ' s involved with regards <br /> to the impasse over the Popponesset Island Bridge. He indicates there <br /> is probability of a resolution. <br /> Both attorneys have recommended to entertain a lobby conference <br /> with the judge to request assistance of the court to resolve the prob- <br /> lem. Attorney Brian Garner and Attorney Jonathan Fitch have asked <br /> Attorney Reardon to attend the conference. <br /> Since the Town desires to resolve the issue and b6ing a natter <br /> of public safety, Town counsel indicates he will be useful and his <br /> attendance will be worthwhile . <br /> -The Board of Selectmen authorized Town counsel to become involved <br /> in endeavoring resolution to the dispute, but have placed a spending <br /> cap of six hours for counsel ' s services . To date, Attorney Reardon <br /> has spent .2k hours in this review. He anticipates an additional five <br /> to seven hours dependant upon the length of time counsel has to wait <br /> to be received by the judge. <br /> ****The motion was made by Selectman Lawrence to authorize,-Att rneY,, <br /> Reardon to attend the conf rence on February 6 , 1992 . The spending . <br /> cap is set for ten hours . The motion was seconded by Selectman Mills . <br /> The vote of the Board is unanimous . The vote is 3-0 . <br /> p#. . Dr. DeMoura re : FY 92 Emergency School Aid: <br /> Dr. DeMoura indicates the application has been submitted to the <br /> Division of Local services on January 21 , 1932 and requires support o <br /> the Board of Selectmen. The deadline for the application to the <br /> Department of Revenue is January 30, . 1992 . <br /> Dr. DeMoura recommends to pursue this opportuhrity, He indicates <br /> that % of the sum is a arrant and % is to be paid back, but if <br /> Chapter 70 and 71 monies do not increase, the money will be forgiven, <br /> for that year-:- <br /> Eligibility mill be decided by the Department of Revenue in two <br /> weeks informs Dr. DeMoura . There are no guaranteesr but this is an <br /> excellent way to gain funding for education with a minimal amount of <br /> payback. It is like a % grant. <br />
