BOARD OF SELECTMEN Page 8 <br /> • MINUTES — <br /> MONDAY, MARCH 23 , 1992 <br /> Attorney Kirrane re: Charles Talanian: <br /> Selectman Caffyn expressed her concern and recommends for <br /> Greg Taylor to review this further. The decision has not been <br /> made as to the size of the road and the proposed layout . <br /> Town Counsel indicates the chain link fence and a small <br /> portion of the golf course are extended into the Town layout . <br /> The Board is in agreement to place this discussion on the <br /> agenda for next week after further review. <br /> 9 : 16 p.m. Selectman Lawrence left the Meeting. <br /> OLD BUSINESS: <br /> Communication from Ed Baker re: Moorings : <br /> Mr. Baker expressed his concern to the fee the boat owner is <br /> subject to for the utilization of Mashpee ' s waterways. No <br /> mooring fees are applied to other receivers of waterways services <br /> such as boats moored at private docks and private marinas . He <br /> believes the treatment is unfair. <br /> Mr. Baker suggests the Board support a Warrant Article to <br /> correct this condition and impose a fee to all waterway users . <br /> • The Board will then be able to fund a decent waterways program. <br /> Ben Gordon spoke in opposition. He indicates that he pays a <br /> premium to live on the waterfront along with a dock fee. He also <br /> pays excise tax, a payment to register his boat and a <br /> recreational vessel fee. He suggests the mooring fees be higher <br /> than the $40.00. <br /> It is also the consensus of the Waterways Commission to not <br /> go forward with this idea relates Mr. Gordon. <br /> Selectman Vaccaro noted that it is important to obtain the <br /> excise tax. For every dollar spent , the Town gets back $9 .00 and <br /> the community receives $40. 00. <br /> *Selectman Jacobson recommended to form a sub-committee. <br /> This should include Mr. Baker, a Waterways Commission member <br /> (Mr. Gordon) and Board Members Selectman Vaccaro and Selectman <br /> Mills for further study and review. <br /> ****The motion was made by Selectman Mills that a permit will <br /> not be issued for a mooring unless payment of excise and property <br /> tax has been made. The motion was seconded by Selectman <br /> Vaccaro. VOTE: Unanimous. 4-0 . <br /> 9 : 52 p.m. EXECUTIVE SECRETARY WEEKLY REPORT: <br /> Guidance has been obtained from Town Counsel regarding the <br /> Senior Center contract relates Mr. Harrington. LJH has indicated <br /> that there is an error in their bid and they wish to withdraw <br /> • from the contract . <br /> Attorney Reardon recommends to send a letter of demand to LJH to <br /> execute the contract as voted. A copy of the letter should also be sent <br /> to the bonding company along with the minutes of 2/24 and 3/16/92 . <br />
