i N , BOARD OF SELECTMEN Page MINUTES MONDAY, MARCH 30r 1992 7: 20 p. . Jackbon Road Petitioners : Tom cardello and residents of Jackbon Road were present to discuss the taking of Jackbon Road . Mr. Cardello asps how the residents were involved in the petition process? The original petition began in 1990. In the original petiton, the residents of Jackbon Road did not give .tieir signatures relates Mr. Cardello. The residents were not notified of the Town Meeting and action of the taking. Mr. Harrington related the process whereby private roads are converted to public roads. A petition is required to place the article on a Town Meeting warrant and the DPW Director can identify at series of roads- to be taken. Mr, Cardello is also concerned with the high estimate of $5500 to assess betterments when no specifications were received by the residents . Town water is to be installed within the next one to two years. It is fruitless to resurface the road when it will be torn up with the installation of the water pipe.. 'down Counsel indicates the betterment figure 'is done on the high side so the Town is protected if an error is committed in the estimate . regiTaylor relates that the bids are received on an annual basis for asphalt and the DPW will do some of the work involved . July of 1990 when a letter was received from the Mashpee Neck Association. Assistance was requested for Quaker Run and Lighthouse Lane with Jackbon included by the former DPW Director. Mr. Cardello made mote of the Selectmen ' s Meeting of December 30 , 1991 . As related from page two of the minutes under Road Takings ; Selectman Mills recommends to establish a procedure and remain consistent . She notes the Water District hearings inform the land owners of- the ma it um 'betterment fee. Selectman Vaccaro is in agreement to do this in the future. The motion was then made on December 3 , 1991 to adapt the Order of Taking on Timberlane, Jackbon, Quaker Run and Lighthouse Dane and to Assess Betterments . Motion made by Selectman Vaccaro. The Board will determine the reason of the request by the former DPW Director for the taking of Jackbon Road and reply to the residents . . The Board will discuss Procedure Policy on next weeks agenda . With concerns to street lights , the Street bight Committee will be contacted to determine the meed .
