BOARD OF SELECTMEN Page 6 ' <br /> MINUTES <br /> • MONDAY, APRIL 27 , 1992 <br /> 8 :47 p.m. Harbormaster Finalist Interviews : <br /> Selectman Jacobson noted that several members of the board <br /> sat in on the interview process of the Harbormaster candidates . <br /> Selectman Jacobson, Selectman Vaccaro and Selectman Mills were <br /> present when the Personnel Board met with the candidates . <br /> Henry Madden: Mr. Madden is aware that this is a temporary <br /> position and indicates that it is a job description that seems to <br /> be written for him. He is not as familiar with Mashpee ' s waters <br /> as with Falmouth ' s, but notes that he would quickly familiarize <br /> with the town ' s waters. <br /> He would sit with the Selectmen and Executive Secretary to <br /> find the priorities and develop a plan to take care of them. <br /> This would not be difficult with his background and previous <br /> experience . <br /> Mr. Madden indicates that he was the first full time <br /> harbormaster for the Town of Falmouth. He is familiar with the <br /> maintenance aspect of boats and started a program in Falmouth <br /> with regards to moorings . <br /> The suggestion was made to assign the mooring holders a <br /> permit number and place people in the field in the water to <br /> inspect the moorings. If the boats did not have a permit they <br /> • were tagged and given twoweeksto clear the issue . If not, the <br /> mooring was lifted . This later became computerized in Falmouth <br /> as order was attained with the mooring situation. <br /> Mr. Madden relates that he has no difficulty in working with <br /> people and is familiar with the law enforcement aspect of the <br /> harbormaster ' s position. <br /> Ronald Rutkowsky: Mr. Rutkowsky has experience for over <br /> twenty years of small boat operations as a member of the <br /> U.S. Coast Guard . He is familiar with the law enforcement <br /> aspect . As to addressing an incident he relates the state law of <br /> 5mph no wake speed limit . The individual would be warned and <br /> cited if necessary. <br /> Mr. Rutkowsky can handle most outboard engines and would <br /> ensure proper maintenance in a designated planned maintenance <br /> system to ensure the fleet is kept to standard . <br /> With regards to moorings, those not logged would be <br /> considered illegal and steps would be made to eliminate them. He <br /> is aware that the position is temporary. <br /> In the five years that he maintained water safety around the <br /> barge for the Falmouth fireworks display, there was no incident <br /> because of the safety zones and the way it was maintained . <br /> With regards to pond safety, Mr. Rutkowsky knows the <br /> authority to take appropriate action and impose strict fines . <br /> • <br />
