BOARD OF SELECTMEN Page 7 <br /> MINUTES <br /> • MONDAY, APRIL 27 , 1992 <br /> Harbormaster Finalist Interviews : <br /> Richard Picard : Mr. Picard gave a brief history of his <br /> background including a tour of duty with the Coast Guard and as <br /> an owner of a tree and landscape company and site supervisor for <br /> Cape Resources Company. <br /> For the past five years , Mr. Picard has not had any boating <br /> related activity. He is independent of decisions and will treat <br /> all fairly. As harbormaster he would meet the assistants and <br /> impose weekly meetings to stress safety and set the training <br /> schedule . <br /> With a fleet in disrepair a program would be established to <br /> do routine maintenance for preventative maintenance . He <br /> indicated that he was in charge of Sea Craft Boats and is <br /> familiar with gas and diesel engines . <br /> With regards to the mooring issue, the harbormaster <br /> designates where the moorings are to go . The first job is to <br /> match the names of the people that have paid for them. <br /> Repeated offenders of' pond usage would be warned the first <br /> time. If it is repeated and if there is driving to endanger, he <br /> would not allow them on the ponds at all. <br /> Mr. Picard indicates that he is not looking at this position <br /> to build a career, but could help put the department in order. <br /> • *The Board is in agreement that all three candidates are very <br /> experienced . Selectman Mills favors Mr . Maddens experience in <br /> building a harbormaster ' s department. He could help us put <br /> things in order. Selectman Caffyn agrees his experience would be <br /> very helpful. <br /> Selectman Vaccaro is inclined to select Mr. Rutkowsky with <br /> his navigational experience. He would be more of a hands on <br /> person with education vs. enforcement . <br /> ****The motion was made by Selectman Mills to appoint Henry <br /> Madden as the temporary Harbormaster. The motion was seconded by <br /> Selectman Caffyn. VOTE: Unanimous. 4-0. <br /> Deidre Greelish expressed excellence in the procedure of <br /> which the selection was handled with the Personnel Board and <br /> Water Ways Commission . The Board is in agreement. <br /> To note for the record , the applicant Peter Selenius <br /> withdrew his application to be the temporary harbormaster . <br /> EXECUTIVE SECRETARY WEEKLY REPORT: <br /> Richard York the newly appointed Shellfish Constable st�jted <br /> today. He met with Dave Ryan and Kevin Harrington today. It was <br /> noted that he has great potential and should be an asset to <br /> Mashpee . <br /> • <br />
