r
BOARD OF SELECTMEN Page
MINUTES
r p
i 7D NE 1 8 1 9 9 2
Personnel Issues :
Selectman caffyn relates that she was advised by Counsel not
to speak to Mrs. Mason of some of the things happening in the
Selectmen ' s Office, The me no dated June 16 , 1992 is in reference
to her work performance .
For the record , Selectman Vaccaro indicates that this has
been handled poorly. To give a valued employee a Chapter 39
notice of something that has not been discussed with Selectmen
members is not the -proper way to conduct- this . This valued
employee has been placed in a d-iffiult and stressful situation
with the absence of an Executive Secretary, Selectman Vaccaro
notes that the other Selectmen members had just heard about this
yesterday.
Selectman Caffyn indicates that over the last four weeks ,
there has been inconsistency in the Selectmen ' s Office .
Selectman Vaccaro relates that he can ' t believe that the
Chairman of the Board of Selectmen has made an appointment to
discipline an employee without discussing it with other Board
Members..
Attorney Morse indicates that there is no requirement in the
statute to give -an employee a complaint in writing. It was her
understanding that she was aware of Selectman Caffyn ' s concerns .
After Mr. Harrington left office, several iters were missing
informs Selectman c ffyn . Mrs. Mason was asked to locate the
personnel file of Robert Connell . This was reported to be at
Mr. Darrington ' s home.
Selectman Caffyn asked Mrs, Mason to keep her aware of what
else may be arising from the Selectmen ' s Office , It was possible
that other papers or items may be missing. Mrs. Mason was asked
to take an inventory and report to Selectman Caffyn with a list .
Mrs. Mason had no conclusion of what items may be missing
indicates Selectman Caffyn , On Friday, Dr. DeMoura had requested
to receive manuals that Town had purchased relating to the
Americans with Disabilities Act , At that time, Mrs. Mason
indicated the manuals were missing reports Selectman caffyn.
It was also noted that Mr. Darrington had a calculator in
his possession along with the manuals informs selectman caffyn .
The items were returned by his wife of Tune 17, 1992 at 10 : 00
a.m . The ADA manual has been issued to Br . DeMoura as
requested,
