h <br /> JUL 3 0 1992 <br /> July 30, 1992 <br /> Mashpee Board of Selectmen <br /> •w <br /> 16 Great Neck Road - North <br /> Mashpee, MA 02649 <br /> Dear Selectmen, <br /> For many years, those of us who neighbor the so called Snug Harbor complex on <br /> Seconett Island, have suffered through a nightmare of noise, verbal abuse and violence <br /> emanating from that location. Time after time and at all hours of the day and night, <br /> we've seen our right to peace and quiet destroyed by uncaring and insensitive renters <br /> along with their many transient visitors. Ther outrageous behavior and open defiance <br /> of accepted norms of civilized behavior has brutalized our existence. Not only has the <br /> quality of our lures been reduced and our safety threatened, it#s arguable that due to the <br /> run down condition of this complex and its poor.reputation, that our property values <br /> have been affected as well. <br /> Over the years, we have filed numerous, recorded complaints with the Mashpee Police <br /> Department and have tried to work with the ownership of this complex in an effort to <br /> stop this barbaric and disgraceful condition. This course of action has been a total <br /> failure. <br /> Richard Halpern is the current owner. When he took possession of the property, he <br /> promised us that the type of rental cliental would change, that the property would be <br /> maintained and that vire would no longer b exposed to the type of behavior that we <br /> have, for so long, bitterly complained about. This promise remains unfulfilled. <br /> Now -is the time-for all of this, without any hesitation, to come to- an immediate end. <br /> Speaking for ourselves and several of our neighbors, vire will no longer tolerate this <br /> situation. We have begun a course of action to rectify it which includes the involvement <br /> of pant media, the Mashpee Police, the Mashpee Board of Selectmen, our Mate Senator <br /> and legal council. - <br /> Aside from this complaint, may l point out the obvious: These tenants frequently violate <br /> TownBy-Laws regarding behavior and noise. There are several suspected Health <br /> Department violations regarding the number of people using the septic systems. <br /> Tenants on this property have been involved in instances of extreme violence. Assault <br /> with intent to kill just to mention one of them. There.are frequently observed instances <br /> of alcohol abuse by minors. A recent alleged occurrence of this is believed to have <br /> played a part in the tragic and needless death of a young man with a promising <br /> educational future. we watched in horror as his body was dragged from the water <br /> followed by frantic and hopeless attempts to breath life back into his limp form. He was <br /> 10 <br /> We are shattered by this whole, God awful experience and cannot and will not tolerate <br /> any more. <br /> We seek not just a cessation of the above accounts of unacceptable behavior, we seek <br /> the termination of its existence. No more noise, no more Violence, no more infractions, <br /> no more threats., and nothing else will suffice. <br /> This letter is also a direct request to be put on the agenda for the net Board meeting <br /> and that we night bring other concerned neighbors with tis in support of this complaint. <br /> Your,prompt reply is anticipated and appreciated. <br /> Sincerelyd <br /> Middleton, Dorinda O'Malley- eyes <br /> cc: Chief Frye, Falmouth Enterprise, J.
