+ I +
BOARDOF- SELECTMEN Page 6
MINUTES
MONDAY, JANUARY 41 1993
Ben Gordon re: Popponesset reek and Adjacent Areas
Save the Bay has applied for emergency dredging permits to
move 6000 cu. yds. of sand around the tip of Popponesset Island
to increase the flushing of Popponesset Creek and adjacent areas .
informs Mr. Gordon.
This is clearly a bandaid approach that Save the Bay is
proposing indicated Mr. Gordon. Navigation is limited t
extremely small boats at this time. The channel is 11 deep and
16 ' wide at low tide . It is difficult to navigate at high tide
noted Mr, Gordon. Thi also impacts the flushing of Popponesset
Bay.
In the past, 3000-4000 cu. yds. was dredged for a 301 wide
bottom channel. informed Mr. Gordon* The dredging for the
previous channel was approximately 9200 cu. yds . noted
Mr. Gordon. As stated , this is a bandaid approach until a long
term solution is developed indicated Mr, Gordon.
Long term solutions may include; jetty ' s, new channel at
the tip of Popponesset Island, a channel half way down the length
of the Spit, artificial barriers to secrete sand or let mother
nature take its course noted Mr. Gordon.
Donald Brabants , summer resident of 146 Waterways was
present to discuss this concern. He requested the Town take
immediate action in support of emergency dredging as proposed by
Save the Bay, ,,.
Mr. Brabants indicates that he was informed that the area
could be dredged if there was an area to stockpile the sand . He
noted that this will be of no cost to the Town.
Mr, Sherman indicated that past regulations allowed for the
placement of the sand on the barrier beach. Current DEP
regulations will not allow this procedure* He noted that there
has been past abuse of the emergency provision.
Mr. Sherman indicated that he will offer his assistance to
expedite the filing of a formal plans. He noted that the deadline
to file is January 11 , 1993 , work must be completed by February
l6e 1993 . After this time, there are new dredging rules to
adhere to.
Mr. Sherman noted that there are time constraints . This
includes the legal act requirement and ten day appeal period for
the order of conditions . All other applicable permits are their
responsibility indicated Mr. Sherman. Informally, he will aid
$ave the Bay to meet other permit requirements.
