Fanotions. and Organization of the personnel Board <br /> (a) The Board shall administer the Plan and shall estabw <br /> fish such prooedures and guidelines as it- deems necessary <br /> for the proper administration' thereof- and shall make an <br /> anmal report to the Selectmen on or before J a .nary 1st <br /> f each. It may employ clerical or other assistance and <br /> incur expenses as it deems necessary, subject to the <br /> appropriati.on of fVnds therefor. <br /> (b) In accordance with the vote of the Town establ.i s.b . <br /> ing a permanent personnel. Boar, the Board consists of <br /> five registered voters, appointed by the Board of <br /> Selectmen, such voters not being otherwise employees of <br /> the Town or serving the 'down regularly in arq elective <br /> capacity; and the first terms of office of such members <br /> of the Board to be one for one year i two for two years of <br /> and two for three years, and thereafter, succeeding <br /> appointments to be ,far three year teras. <br /> (a) The Board, at an annual meeting, shall elect a <br /> Chairman and appoint a secretary who shall e a member <br /> f the Board. A majority of the Board shall co n,st ,tut <br /> a quorum for the transaction of business. A Majority <br /> shall determine the action to be taken by the Board <br /> on all authorized matters or required actions under <br /> the plan, The Board shall meet as often as necessary <br /> to discharge its responsibilities. <br /> (d) The Board, at least o noe a year, shall investigate <br /> the work features and rates of salaries or gages for all <br /> appointive positions subject to the provisions of the <br /> Plan. (The only posit .on in' the Town not Pub ect to <br /> the plan are those of elected officials, sohool depart-w <br /> ent employees and officials on retainers. Bow ver, the <br /> Board may be called upon to render eori.dered judgment . <br /> on problems involving these officials.) The Board shall <br /> determine the intervals for these reviews and, when <br /> practical,ical, shall include all occupational grOu s in <br /> the Classification plran's <br /> (a) The Board shall maintain written job descriptions <br /> or specifications for components of the classification <br /> plan,, eaeb stating the essential nature of the work and <br /> the characteristics that distinquish each class from <br /> other classes# <br /> . f The Board shall maintain personnel records of <br /> employees occupying positions subject to the cl ssifi-- <br /> cation and compensation plans. Employees who omit crit <br /> icarl information such as arrests, serious medical probm- <br /> lems, etc.) from their records or who falsify their <br /> records in arq significant way are subject to disciplinary <br /> action, possibly including n dismissal in accordance with <br />
