SALARY ADMINISTRATION PLAN <br /> 1. Functions and Organization of the Personnel Board <br /> a, The Board shall-administer The Plan and shall estab- <br /> lish such procedures and guidelines as it deems necessary <br /> for the proper administration thereof; 'and shall make an <br /> annual report to the Selectmen on or before January ist-of <br /> each year. It may employ clerical or other assistance and <br /> incur expenses -as it deems necessary, subject to the appro- <br /> priation of funds therefor. <br /> b In accordance with the vote f'the Town establish- <br /> ing a permanent personnel Board, the Board consists of five <br /> registered voters, appointed by the Board of Selectmen,, <br /> such voters not being otherwise employees of the Town, or <br /> searing the Town regularly in any elective capacity* and the <br /> first terns of office of such members of the Board to be one <br /> for one year; two for two years; and two for three years, and <br /> thereafter* succeeding appointments to be for gree year <br /> terms. <br /> c The Board, -at-an annual meeting, shall elect a Chair- <br /> man, -and appoint a secretary who shall be a member of the <br /> Board. A majority of the Board shall constitute a quorum <br /> for the transaction of business. .majority shall determine <br /> the action to be -taken by the Board o all authorized matters <br /> or required -actions under The Plan. The Board shall meet <br /> as often as necessary to discharge its responsibilities. <br /> d The Board, at least once a year, shall investigate the <br /> work features and rates of-salaries or wages for all appointive <br /> positions subject to the provisions of The Plan. (The only <br /> positions in the Town not sui eet to The Plan are those of <br /> elected officials and officials on retainers. However, the <br /> Board may be called upon to render considered judgment on <br /> problems involving these officials.) The Board shall deter- <br /> mine -the intervals for these reviews and, when practicable, <br /> shall include all occupational groups in -the classification <br /> plan. <br /> e The Board shall maintain written job descriptions o <br /> specifications for ,components of the classification pian, each <br /> stating the essential nature of the work and the character- <br /> istics that distinguish each class from other classes. <br /> 4 <br /> f The Board shall mamitain adequate personnel records <br /> of all employees occupying positions subject to the classifica- <br /> tion and =compensation .plans. <br /> 7 <br />
