Each Department Head shall submit to the Board <br /> annually or at any time upon request by the Board a com- <br /> pleted Performance Appraisal Form for each member of his <br /> Department. <br /> h The Board shall maintain the personnel records-out- <br /> lined in g above for all employees. The information deemed <br /> essential will be recorded on the Personnel Record Form. <br /> (i) For. a particular employee, a Department Head may <br /> recommend variance in the compensation paid, supported b <br /> evidence satisfactory to the Board in writing, for special <br /> reasons and exceptional circumstances. Then the Board may <br /> authorize this or other variances, including an entrance rate <br /> higher than the minimum rate for a position, if the variance <br /> appears necessary for the proper functioning of the Town <br /> services. <br /> j Any proposal to the Town fleeting by !an individual <br /> for change in pay or job -content shall be presented first to <br /> the Board in ample time for consideration, and comment. <br /> . Grievances <br /> If -any employee feels aggrieved for any reason, he shall <br /> first discuss the matter with his Department Head, in a <br /> mutual effort toclear up problems or misunderstandings. If, <br /> k after conference, a, satisfactory understanding and solution <br /> of the problems has not been preached, thea either the De- <br /> partment <br /> e-partm n .Dead or the employee may take the matter to the <br /> Board. The Board shall hear employee- and Department <br /> Mead, separately or together, at or before its next regular <br /> meeting, and the Board shall decide the -matter, based on <br /> the established criteria,. Decisions of the Board shall b <br /> final for all grievances, subject to any other provisions of <br /> lair. There shall not be any discrimination or prejudicial <br /> acts against any employee who takes a matter to the Board. <br /> . Promotions and Transfers <br /> a when-an employee is promoted to a job with-a higher <br /> rate of pay, he shall enter it at the minimum of the new <br /> range or at his own rate, whichever is higher, provided the <br /> Board approves; but in no event at a rate in excess of the <br /> maximum for such a job. The employee shall have the right <br /> to be heard thereon, with the Department Mead, before the <br /> Board. The Board shall decide the matter. <br /> b If any employee is transferred to a j ob with a, lower <br /> rate of pay, he shall enter it at his own gate or at the maXi- <br /> mum rate for the job, whichever i lower, provided the Board <br />
