Absence, Section 1 , Sick Leave , and Section 6 , Personal Leave. <br /> I . NEW OR CHANGED POSITION <br /> 1 , The Board shall approve a. new position or the changed duties <br /> of an existing position. Upon presentation of written <br /> substantiating data, satisfactory to the Board , the Board shall <br /> establish the title if a new position) , initial pay rate and <br /> range for such new or charged position. <br /> 2 . New positions must subsequently be approved by Town Meeting <br /> Action and money appropriated therefor. <br /> VII * PROMOTIONS AND TRANSFERS <br /> 1 . All promotions and transfers shall be approved by the Board <br /> before taking effect. <br /> 2 . When an employee is promoted , he shall eater the new position <br /> at no lower than the minimum rate of pay for the position or <br /> at his present rate of pay, whichever is higher, The <br /> employee promoted shall be eligible for future step advancement <br /> in said position as of the date of promotion, <br /> 3 . In considering an employee for a promotion , the Board shall <br /> consider qualifications , ability and Job performance of <br /> qualified applicants. <br /> . If an employee is transferred to a position with a. lower rate <br /> of pay , he shall enter it at his Present rate or the maximum <br /> rate whichever is lower. <br /> III . TITLES OF POSITIONS <br /> No person shall be appointed , employed , or paid as an employee <br />
