Grievance Defined, A grievance is a dispute or' controversy between <br /> an employee, other than a probationary employee, and the Town over <br /> a specific provision of this Plan. <br /> . Grievance Steps. <br /> T <br /> Step1 -- An employee must submit a grievance in writing to his <br /> Department ent Head within-five ( calendar days of the occurrence o <br /> the event giving rise to the grievance.
