Request for personal leave must be <br /> made to the Department Head at least two days in advance, <br /> except in the case of emergencies . Personal leave may b <br /> taken in half-day segments , <br /> 7 Leave of Absence <br /> Unpaid leaves of absence may be granted at tho discretion of <br /> the Department Head and the Personnel Board . Such leave is <br /> not to exceed three months duration . All requests for <br /> such leave shall be made in writing at least one 1 month <br /> prior to the desired commencement of the leave, if possible, <br /> and shall .indicate the approximate date of return, An <br /> employee on unpaid leave of absence shall not be entitled to <br /> holiday pay, nor, for leaves over one 1 month to accrue <br /> vacation time or sick leave time, or to be covered by health <br /> insurance unless mutual agreements are made for the employee <br /> to continue premium payments during such leave . <br /> XV. GRIEVANCE PROCEDURE <br /> The Board recognizes that it is the best interest of effect- <br /> ive and harmonious performance of the duties and responsi- <br /> bilities for prompt and equitable disposition of any <br /> grievance at the lowest organizational level possible under <br /> procedures of maximum informality and flexibility. All <br /> grievances shall be processed in accordance with the <br /> following procedure : <br /> 1Grievance Defined ; A grievance is a dispute or con- <br /> troversy <br /> on-t overly between an employee, other than a probationary <br /> - - <br />
