Department Heads shall secure <br /> prior approval of the Board for hiring of all new personnel <br /> and for their hiring rates . The Board is authorized to hire <br /> an employee at any step within his grade above the starting <br /> rate for employees with good relevant experience and/or <br /> training . A new employee shall be eligible for advancement <br /> to the next step of the Grade and Step Classification Plan <br /> ( Appendix on the anniversary date of his beginning <br /> employment until he reaches the maximum of his grade classi- <br /> fication. <br /> las i-fi ation.
