SELECTMEN' ''MINUTES Qctobe.t 24,, :1.9.79. Page Pauline DeLory, Chairman of the Conservation Committee said she, along with others, -had gone out to review the Waquoit Bay area oft October 19 with Richard Delaney from C. M (Note Selectman Benway had reviewed the area a week prior with state Commissioner Kendall and a CZM representative) . Mrs . DeLory stated provisions were being made to keep a deep ehannge- in Taq oit Bay and .a part of Great River and that the Cons-ervation Commission sighed a statement that these areas should be kept open. This will allow the people on Monomoseoy and Seconsett Islands to continue maintenance dredging. Under the- l l� Feder-- al Flood line, it would be impossible for New sabry Corp. to build on Dead Deck Beach. Mr, Benw y interrupted to say- there are no plans to build on Dead Neck. (The old plan of New Seabury Corp. developing this area .is passe) , William M tro i s commented that. the Town should be considering its needs for r6oring and docking space before that of a pri- vate developer. He suggested' the formation of a town committee to do a survey for this purpose., Mrs . DeLory suggested Popponesset Bay should be. Considered for a town. l.andi.ng. She asked if the Bay was ever considered, or designated, as a "harbor" of refuge. Mr. Ben ay reminded Mrs. DeLory that the existing laws do not allow dredging in Popponesett Bay any dredging outside/ inside of the barrier b-each. He said the Bay was designated as a harbor of refuge and this has been brought to the State' s attention. The State said they bore no responsibility for dredging. Mrs . DeLory felt if the state and Town representatives filed legislation to make the Bay a harbor of refuge ,.of f i ei al ly, hien there might be a possibility of putting a deep marina in the Bay. Chet Koblinsky said Mr. Delaney is agreeable to remove. the designation line to Great liver which would allow the Town to have docking space at the present landing area and also at another area - further down. The Town Landing is of. Great I Oak Road - eshobe Rd. ) With the Channel that is being pro- posed .,'(Wa uoit Bay & -Great River) ,, Mashpee would have every- thing and still protect the marshlands at the upper part of ehu/Hamblin Pond. We would be allowed to dredge Little River and Great River.- This would make it difficult for pri- vate developers to putt a marina in Wa uoi t Bay, which is a great concern to the people. The final ACEC hearing will be Thursday, October 25 , 1979 , at 7: 30 p.m. at Falmouth Town Hall.. P'eoplre then have ten days to let Secretary Bewick know how they feel. If the majority desires the designation, he will . then designate the area as an ACEC, Mr. Delaney said the designation can be changed at the Town' s request. f
