Committee opens the bids are they legally accepting thea and who <br /> should do that, this Committee or the Selectmen? <br /> The Committee decided they are choosing who is best to hire, and <br /> making a recommendation to the Selectmen . The selection i <br /> through this omm i t tee with 'their recommendation and the <br /> Selectmen approve the funds. <br /> It was determined that the unopened bids were in Town Clerk Jane <br /> Labute' s safeand she was gone for the day. <br /> Carl Franceschi from DFA joined the meeting , <br /> The Committee explained the problem with the bids. Mr. <br /> Franceschi had a copy of their bid letter . It was the <br /> Committee' s opinion that as long the letter i identical i t <br /> should be valid . <br /> Paul Griffin rade a motion that the Committee make a <br /> recommendation, and present it to the eo rd of Selectmen on <br /> Thursday, to accept the DRA bid . (The Committee did not act on <br /> thisthl's motion until 1ater in the meeting ) , <br /> r. 1=ran cess h i explained tin y use a standard AIA contract, <br /> Arbitration is often stricken from the contract and that i <br /> acceptable to them. He will simultaneously fax a draft copy o <br /> the contract to both Town Hall (Bob wh r i tenou r) and Town Counsel <br /> for their review. <br /> Bob wh r i tenou r reminded Mr. Franceschi that at this point it i <br /> just o conceptual design. DFA should be careful not to do <br /> anything that would prohibit them from bidding the next phase of <br /> the project. They have to demonstrate the feasibility of the <br /> ito , that i llw <br /> Chairman D i n i z i o explained to Mr. F ran es h i the Committee w i l l <br /> be asking for the whole appropriation for construction at town <br /> meeting . How much detail does DRA need to come up with an <br /> estimate? Mr . Fran chi stated if the School Department has a <br /> program and knows the number of pupils, there i' s a maximum <br /> reimbursable cost per square .foot from the State and if they have <br /> a goad idea of the site costs , i . e. sewage treatment plant, they <br /> can come up with a budget without any design of the building . <br /> M . Murtha explained to Mr. F ran e h i thi's Committee has been <br /> given a mandate to recommend 1 site and asked what the time 1ine <br /> is like for making that decision? r. Fran hi stated about 8 <br /> to 9 weeks . They will spend -6 weeks on both sites and then <br /> collectively make a decision on which of those to sites to focus <br /> on , Appraisal figures may take on a great importance a1 o. <br /> The Committee mentioned to Mr . Franceschi that Fields Point has a <br /> proposal for a fine arts center comprising 10-15 acres of the 151 <br /> site which i's being considered for the high school . <br /> 2 <br />
