Does the June date in the RFP invalidate all the proposals?
Town Counsel said is does not create any liability issues but it
is not appropriate if a firm is disqualified now because they say
they cannot make the June 1 date .
The Committee can disqualify a firm if they feel their work load
would be a problem for the Committee.
The RFP stated the school should be open by Sept. 1996 , if the
Town does not want it to open then , is the RFP flawed?
Town Counsel said it is the same issue as the June 1 . It does not
create a flawed RFP.
What are the Selectmen using to make their recommendation as to
which firms to interview? Have they all read all 10 tenders?
Mr. Griffin stated, at the last meeting it was clear 1 or 2
hadn' t seen the tapes and 1 hadn' t read the tenders. We got the
impression they were uninformed. This Committee spent hours just
reviewing the proposals. The 5 firms eliminated by this
Committee were for just cause.
Tonight the Committee will ask the Board of Selectmen what they
want us to do? What is the timetable, when should this work be
done for them?
Mr. Griffin said he will not attend another meeting until they
get firm direction from the Board of Selectmen . Mr. Dinizio
added it is unfair to ask this Committee to put in extra time, we
are all volunteers . The Committee worked hard after town meeting
to be ready for June 1 because we felt the town felt it
important. Apparently that is not what the governing board
wants. If the town wants the Committee to slow down we will but
they have to take responsibility and layout what they want this
Committee to do. It is the Selectmen who control the speed of
this project. This has to be a community effort. The first
people in town to get on board should be our elected leaders.
Bill Jones stated the big problem is the timetable. No one is
willing to accept it. There is no sense adding to the
misconception we need a high school for all grades open and ready
in Sept 1996 . We need a facility which will meet the demographic
timetable for those who will need to occupy it. He has no
specific plan for that but it needs to be looked at and
addressed. We need to have a professional to guide us. This has
to be an objective to be made clear to the Board of Selectmen .
Mr. Dinizio said delays will cost us money and it may mean
leaving out items we had hoped to incorporate i .e pool , large
gym. The longer we drag it out, the more construction costs will
escalate.
Mr. Griffin stated no one has ever stated to this Committee that
the Sept 1996 opening date has changed.
3
