He would like to see the <br /> Clerk of the works be either a registered professional engineer or <br /> architect. <br /> Paul said he does not know of anyone who will fit that criteria. You want <br /> someone who knows the nuts and bolts of getting the building built and <br /> together . <br /> Paul said there are two areas to be discussed : Cha rtwe l l 's services for <br /> the construction phase and clerk of the works . <br /> Ian Provided an outline of services he will provide and Paul has had many <br /> discussions with him in the interim. services they will provide: <br /> report Progress of on site meetings <br /> - attend Committee meetings <br /> payment control <br /> schedule <br /> budgetary control <br /> - change order review <br /> PP & E liaison <br /> Bill asked if Chartwell can authorize payment as invoices come in? <br /> No, they check it and bring it to the Committee for approval . <br /> Paul said you don ' t want subcontractors to be ahead of the curve ., <br /> Steve asked if Chartwell wants to try for the clerk of works functions? <br /> Ian said they can hire the Clerk on the Committee ' s behalf, under the <br /> direction of Chartwell" but it will not be a current Chartwell employee. <br /> They do not have that expertise , <br /> Paul said chartwell ' s firm would act as a backup for sick and vacation <br /> time. <br /> Steve asked why they are not suggesting the Clerk become an employee of the <br /> town , under the direction of Chartwell? <br /> Paul said it could be done that way, similar to the way other consultants <br /> but selection has to be based solely on qualification . If they do net do <br /> *t that way , they are not obligated to advertise and take an unknown price . <br /> As a Chartwell employee, they can discuss the price, <br /> Steve said there is a bigger legal hold if the clerk works for the town <br /> directly ., <br /> Merry sue said 1"t would be the same because Chartwell works for the town so <br /> everyone who works for him is the town ' s employee. <br /> Paul said he discussed the idea with Town counsel and both Pat Costello and <br /> John Giorgio had no problem with i t. <br /> Steve asked Ian how he would plan to hire this person? <br /> Ian said he has 2 applications and has met with thea already . He would <br /> then bring his recommendation to the Committee who has the right to accept <br /> that person , or not. <br /> Paul said the committee has received resumes of two strong candidates . <br />
