needs to be a better method to heat and enclose those spaces .
Tom Wren said Chartwell believes the job is closer to 8 weeks behind
schedule than 3 . Is it possible to complete? Yes. Are they going to do
it? To do what they have to within the time allowed they would certainly
loose money and he does not know if they are willing to do that.
In 2 weeks , the new CPM, will it be something we can actually measure from?
He feels we should be concentrating on a 30 day bar chart - with no float .
By the end of this month, if they don't achieve $2 million by value , they
are out of it.
Jim also agrees with giving them the 2 week period. Can they do it? He
doesn' t think so. There were no masons on the job today because it is too
cold and they are not tented in. If they don't ' tent in areas and heat
them they can't finish. They are gambling with the weather, hoping it will
be warm enough to work.
There is a lot of work that has to be re-done and they are continuing each
day to do more work that will have to be re-done. Starting today, they
have to do it right the first time to complete on time and they have not
been able to do that so far.
Ian said we have to. work closely with the Bonding company during the next 2
weeks so they see it from our point of view.
PAYMENT REQUISITION
* Paul made a motion to forward to the Selectmen for their approval
and payment Stone' s payment requisition in the amount of
$1 , 244 , 658 . Merry Sue seconded the motion. **
Paul explained that Stone asked for $1 . 9 million but it has to be cut back.
Tom Wren said that Atwell Iron sent a certified letter to the town asking
that payment of $616 , 607 . be paid directly the them (not through Stone) .
Pat Costello said their attorney did not also send that letter to Stone and
for now, their request can be ignored.
Paul said because he is not a filed sub bidder, we are not privileged to
their contract documents with Stone and we may not be able to pay him
directly. There is different criteria from a filed subbidder.
** 6 members were in favor, 1 against (Bill Martiros) .
There was an error in last months payment to SMMA, we did not pay them the
correct amount ( short by $10, 456 . ) .
* Paul made a motion to forward to the Selectmen for approval and
payment $58 , 256 . 22 to SMMA for basic services .
