MR(Joint Base Cape Cod)/SHELLFISH PROJECT MONITORING (continued) <br /> Mashpee will start off with shellfish seeding and harvesting as first phase. Original analysis said we <br /> would have to upgrade Southport or close it and tie-it into a new municipal plant, but if the Town is <br /> able to go with MIVIR then the approach would be to leave the Southport facility alone. Joe Lyons <br /> asked what do we need to do to take the lead at MMR. Pio Lombardo suggested.to get serious you <br /> have to talk about a "District". bead agency of the "district" could be Mashpee. Mashpee could <br /> indicate interest to MIVIRand say that other towns may be interested as well. <br /> A Memorandum of Understanding (MOU) between the Town of Mashpee and IVIMR could be done <br /> but <br /> nebut wrh would do this on behalf of the Twn' <br /> What would the impact be when State takes over MMR Joe Lyons suggested getting everybody <br /> together and go in as a united front to the present owner of the MMIC treatment site so that when <br /> State takes over they know vwr we are interested. Torn Fudala' said the State already Knows we're <br /> Interested; we have made that clear to the State, but we don't know who is taking it over. Mess <br /> Development and Air Force know we want it also. Jeff said you will be setting the stage that Mashpee <br /> looping to bark on this as part oftheir Plan. Paul G bell said right now a lot of money is needed t <br /> repair the base sewers, so he feels Mashpee may want to speak to Carter Hunt of Mass Development <br /> about State funding for upgrading the MMR system. <br /> Jeff said he pint together a spreadsheet to look at the proposed shellfish program and converted it into <br /> an average aftenuate ! nitrogen load. He said he warped back through the watershed, correlating into <br /> rough costs, and the cost savings in expanding and monitoring that program. A more formal proposal <br /> has to be drafted as part of this report. The monitoring for this approach will be continuous. It will be <br /> part of the report. It is showing we are doing something right up front. Perhaps they could get funding <br /> to help support this. Torn Fudala said that's what we agreed right at first—this is first; everything in else <br /> is back-up. Jeff said it has to be documented and outlin6d in the Plan. <br /> f <br /> Rick York volunteered to do a scientific write-up n the shellfish program and will send to Teff for <br /> inclusion in the report. Also, lick said he will ask UMASS to recalibrate every 5 gears. Joe said in <br /> summary, then, when we get rid of the nitrogen in waterways, only small percentage amount coming <br /> from the mud. Rick k said it is not insignificant; it is important to know what it is. Jeff said when we <br /> document the monitoring program it makes sense to include grab samples of the bottom sediments in <br /> the monitoring program. <br /> Jeff said important to get MEPA comments following the submittal of the Draft Recommended Plan <br /> before doing anything else. Jeff said we already ran model with the understanding that other word <br /> has to be done outside of the planning area that influences 1Iaquit Bay as a whole). The question <br /> could be what happens with rest of Waquoit Bay. Torn Fudala said Deep in mind we have "fair share" <br /> for each municipality and Mashpee should tale care of our share. Torn said we just need to show <br /> where we meet the levels. Fick York said in report we dean our side and Falmouth cleans their side <br /> and that's the number so we don't have to re-run the model. <br /> VOUCHED SIGNATURES <br /> G H D Voucher for$4700. Joe Lyons made a motion that the Commission appr ve the payment of <br /> the voucher for$4700. Glenn Santos seconded the motion. The motion was unanimously approved. <br /> - Lombardo fates Voucher for$390. Joe Lyons made a motion that the Commission approve <br /> the payment of the voucher for$390 for attendance at the Nov. 21, 2013 meeting.
