Page 4 <br /> Board of Selectmen <br /> Minutes <br /> August 22, 1994 <br /> OLD BUSINESS: <br /> Policy for Appointment of Constables: <br /> Correspondence was received from Town Counsel dated <br /> July 28, 1994 relative to the Board of Selectmen's Policy <br /> regarding Appointment of Constables. <br /> As indicated by Town Counsel, the Town may impose a residency <br /> requirement for Constables, provided that the Town has a reasonable <br /> purpose for this requirement. <br /> Enclosed for the Board's consideration was language provided by Town <br /> Counsel regarding the residency requirement for placement in <br /> paragraph three of the Constable Appointment Policy. <br /> It was noted that the bonding requirements as set forth in the statute <br /> provide adequate protection to the Town. With regards to section 4 <br /> of the policy, the Selectmen must apply to the Criminal History Systems <br /> Board(CHSB)for access to the Criminal Offender Record Information <br /> System in order to obtain any record of criminal convictions for <br /> specific applicants. <br /> Motion made by Selectman Costa to accept the Selectmen's <br /> Policy regarding Appointment of Constables amended to <br /> include paragraph #3 as proposed by Town Counsel. Motion <br /> seconded by Selectman Caffyn. VOTE: Unanimous. 4-0. <br /> Consultants Quotes for Police Search Assessment Center: <br /> As noted by Mr. Whritenour, three quotes were obtained on this date <br /> for professional consulting services for the completion of the position <br /> profile and assessment center process related to the Police Chief Search <br /> Process. <br /> The bids as received include; <br /> Personnel Performance, Inc. $9,900.00 <br /> International Association of Chief s of Police $7,500.00 <br /> MMA Consultant Group $6,200.00 <br /> It was noted that the lower quotation is $1,300.00 less than estimated <br /> for consulting services. <br /> *It is the consensus of the Board to place the above as an agenda item of <br /> Thursday, August 25, 1994 for approval. <br /> i <br />
