Page 2 <br /> Budget Process <br /> Mr, Goggia mentioned that he had asked Mr, Whritenour to attend to <br /> discuss the budget process. He stated that the Executive Secretary <br /> would like greater interaction between himself the Finance <br /> Committee and Department Heads. Mr. Whritenour gave out a Budget <br /> Review Schedule. He mentioned that his assistant, Joyce Mason, had <br /> contacted each liaison involved before setting the schedule. He <br /> stated that if any of the liaisons had a problem with this schedule <br /> to contact Ms, Mason, There were meetings scheduled for Friday, <br /> January 20th, Monday, January 23rd and Wednesday, January 25th. <br /> The liaisons to the departments scheduled would be able to attend. <br /> Mr. Bacigalupi asked that shellfish and Herring be added to <br /> Monday's schedule. Ms. Sullivan aled why the Town Accountant and <br /> the Board of Selectmen were not on this schedule Mr. Whritenour <br /> answered that Mr. Goggin requested ars evening appointment in which <br /> these departments could be discussed. Ir. Whritenour also issued <br /> budget reports given to him by the Town Accountant. The report was <br /> preliminary budgets in sub detail. Mr. Whritenour explained that <br /> the Town Accountant would be updating this report as they went <br /> along. <br /> Mr. Whritenour went on to explain that he would life to have his <br /> own recommendations for the Board of selectmen and the Finance <br /> Committee on January 30th, The deadline for budgets was December <br /> 11 1994. !r. Goggin asked. Why the Finance committee did not <br /> receive budgets until January lath. He inquired as to what took so <br /> long in getting this information to the Finance Committee, Mr, <br /> Thritenour's response was that because of the holidays his office <br /> did not pick up until after Christmas and his staff got them out as <br /> quickly as possible. He also mentioned that the Finance Committee <br /> did not need their recommendations in until April 10, 1995. <br /> Mr, Whritenour commented that sometime in February, Dr.. Dei oura <br /> would life to sit down with the Board of selectmen and the Finance <br /> committee. Ms. King also mentioned that she would be meeting with <br /> Dr. De ours on Thursday. r. Goggin al mentioned that he , had <br /> spoken with Dr. De ours and felt that the Finance Committee was in <br /> the ballpark with their recommendation. <br /> Mr. Golub mentioned that in relationship to the budgets, there are <br /> certain differences in the Long Range Plan and asked if individual <br /> departments should be made aware of and asked to lure within their <br /> budgets as we recommend and if they cannot set priorities with <br /> respect to the needs of the entire Town. To also gime good reasons <br /> why the current year budget has exceeded the Long Range Plan. Mr,, <br /> Golub then believed the Finance Committee would be ready to make <br /> decisions with priorities highlighted. Mr. Goggin explained that <br /> in past budget sessions, certain items which were priority items <br /> were highlighted, but it was whether the Town had the revenues to <br /> finance the priorities, Mr, Whritenour mentioned that Mr, Golub <br /> did raise a good point and that is why it is important to sit down <br />
