t <br /> Page 2 <br /> Juan Bacigalupi seconded the Motion and members approved the <br /> transfer 6-0, Joann Ferriday MOTIONED- to transfer $3 , 247 from the <br /> Finance Committee's Reserve Fund to the two Conservation Accounts, <br /> $1,550 to No, 0761 and $1,,697 to No, 1323 . Juan Bacigalupi <br /> seconded the Motion and members voted, I approving, 4 opposing, and <br /> Ms. King abstaining. Mr. Golub explained that he opposed this <br /> transfer because he did not feel it was a critical emergency. Mr. <br /> Bacigalupo. asked Ms. Ferriday if these accounts would run out o <br /> money She answered that yes eventually they will, Mr . Eacigal.upi <br /> then stated that he would be in Favor of listening to this request <br /> again at that time. The rest of the Committee agreed. <br /> Personnel Matters <br /> Mr. Joseph Dellagala and Mr. Ron Levine were present to discuss <br /> Personnel issues. <br /> Executive Session. <br /> The Finance Committee opened the meeting again to the public by <br /> asking Mr, Dellagala. to state the priorities of the Personnel Board <br /> for 1995 and beyond.. Mr. Dellagala stated that he would provide <br /> a copy of this list to the Finance Committee. <br /> Compensatory Time <br /> The committee asked if theme should be a compensatory time policy? <br /> Mr. Golub stated that all that was present was a theory that work <br /> needed to get done and there were a certain number of hours to get <br /> the job done, It was his belief that the Board of selectmen should <br /> be responsible in knowing if employees were actually working 40 <br /> hours and getting the job done, Ms. King suggested a type of sign <br /> in procedure or time cards, Nancy ca yin. Selectman, who was also <br /> present at the meeting felt that time cards should be utilized. <br /> She explained that compensatory time is money. She also stated <br /> that she has requested the Personnel Board to study this. Mr. <br /> Ferriday asked if anyone in Town monitors who takes compensatory <br /> time Mr. Dellagala stated that comp. time is monitored but the <br /> Town is not sure if it is deserving, comp. time is monitored but <br /> actual time is not. <br /> Part Time/Full Time <br /> Mr. Goggin mentioned that in Mashpee if you work 20 hours you <br /> receive full medical benefits, He explained that it was the belief <br /> of the Finance committee that 20 hour employees should not receive <br /> the same benefits as full time employees. Ms, Caffyn mentioned <br /> that there were 23 part timers who were not getting full benefits. <br /> There were 4 or 5 who were receiving full benefits. Mr. Goggin <br /> felt that the Personnel. Board should try to eli'mi nate these 4 or 5 <br /> positions. Either bring them up to 35 hours or above, or 19 hours <br /> and below. Mr. Dellagala stated that. they haven't begun to <br />
