A copy <br /> of the Article submitted is attached. <br /> Correspondence <br /> There was a memo from the Planning Board notifying the public of a <br /> hearing on February 15th regarding the Local comprehensive Plan. <br /> There was a notice from the Board of Health regarding a revised <br /> FY96 trash budget. Total requested budget $590,635. <br /> There was a memo from Mr, Whritenour to the Finance Committee <br /> regarding relations with Town Departments. Mr, Goggin asked the <br /> secretary to write a response to this letter. A copy is attached. <br /> Reserve Fund Transfer Request <br /> There was a request for $340 to be transferred from the Deserve <br /> Fund to the Town clerk's Expense Account to cover printing for <br /> ballot print for the October election, 6 telephone bills, constable <br /> postings and an In state clerk Conference regarding "Motor Voter" . <br /> Mr. Goggin asked they the Committee review this request and they <br /> would discuss at the next meeting. A copy is attached. ) <br /> other Business <br /> Mr. Golub asked Mr. Bacigalupi to explain or make suggestions to <br /> where the extra money would come from if the Town were to give the <br /> School Department $7 . 1 amillion as Mr. Bacigalupi recommended at a <br /> School Council meeting? Mr. Bacigalupi explained that he was <br /> speaking as a council member and not a Finance Committee member and <br /> everyone there was well aware of that. Mr. Bacigalupi mentioned <br /> that because of Tom Cahirls work the school could expect $200,000 <br /> in state reimbursement. He asked the Committee to remember that he <br /> mentioned this point a few meetings back. Nor. Bacigalupi did not F <br /> believe this money was included in the Long Range Plan. Mr. Goggin <br /> and Ms-. King stated that they remembered his making that point and <br /> that this money had been included. Mr. Bacigalupi also mentioned <br /> the Medicaid issue as a possible revenue source. Ms. King stated <br /> that she did not feel he had any business stating these arguments, <br /> Mr. Bacigalupi disagreed, He believed he did have a right as a <br /> council member and also a concerned citizen. Ms. King informed him <br /> that she has asked for a ruling from Town Counsel and also state <br /> ethics. She mentioned that Mr. Whritenour also thought it would be <br /> good idea to male sure that Denise Sullivan did not have any <br /> conflict of interest. <br /> Mr. Ferriday stated that he was elected to represent the total <br /> number of taxpayers in Mashpee so the Town could function in all of <br /> its departments. He was very surprised when at a selectmen's- <br /> meeting the Selectmen wanted to appoint a new member to the Finance <br /> Committee because of where the applicant lived. He felt that all <br />
