He explained that under the Capital Improvement Program the Town will need to appropriate $1. 26 million to complete the project over a five year period. He is expecting the State .to provide a Grant of $350,000 . For FY96 the department will need $25,000 , $10,000 to redesign the closure plant and $15,000 to review alternate closing methods, For FY97 they will reed zero. For FY9 $8,000 for the closure plan bidding assistance and for FY99 they will need $880,000 assuming the $350,000 Grant is received in FY9 . Mr. Coggin asked if the revised numbers were before the capital. Improvement Committee? Nor. McQuaid answered yes, Mr, Ferriday asked about line items #0334 and #0857 under trash expense. The total i $36 ,000 for recycling. Pyr* Ferriday wished to know what kind of return the town was getting either monetary or- a reduction in costs from Seal as . Mr, McQuaid responded by saying that the Town is still not breaking even, only with metals but that he was comfortable reducing it to $20 ,,000 from $30 ,000 . Mr, McQuaid noted that his department has been returning on average to the General Fund $35,000 to $50,000. He explained that he has also gotten a Grant for two additional roll off d rpst r . He also wanted to mention that in dealing with the High School Building Committee he has saved the Town $800,000 by successfully getting bid - for a sewer treatment plant to cost under $500,,000, Mr. Bacigalupi asked if it could eventually tie into other schools? The answer was yes. The Committee spoke about the department's operating budget. Mr. McQuaid noted a change in line item #0317 decreasing it from $79,611 to $78,653 . fir. Goggin asked the age of Mr, cuaid' vehicle. The vehicle is six years old and has approximately 125,000 miles. The group spoke briefly about the Hydrogeological study, The idea is to go out to bid for the operation of the plant. Where is however a problem with' the intermunicipal agreement. Both Mashpee and Sandwich are represented by the same legal counsel, but they cannot concur on the intermunicipal agreement. . King asked about the increase in the elected officials line item. fir. Ball stated that there was an agreement to provide the elected officials with $900 annually, but that they only received $600. They are therefore requesting $2,700 be appropriated for FY96 . fir. McQuaid also mentioned that the line sten for health repairs and maintenance has been reduced from $3,000 to $1 ,,750 providing he receives a new vehicle. Mr. Bacigalupi asked about Mr, Mc uaid"s involvement with the plumes. Pyr. McQuaid uaid ie involved' with the Technical Environmental Affairs. He monitors John's and Ashumet Ponds. He stated that he has found no evidence that the plumes have reached the Ponds. He also monitors wells which have been installed by Barnstable County.
