Mr. Streebel gave an overview of the one-time extra fee
collected as a result of a building permit when.a property realizes a 50% value increase in the house and
land. It was explained that many properties are not subject to this tax, and at times it can be confusing
and difficult to process as there is no software available for this function. It was disclosed the majority
of the revenue; 61% generated from Supplemental Taxes derives from the Southport development. The
revenue generates averages $142,000 per year from 66 properties per year. Prior to FYI 9, it is projected
the remaining 8 units in Southport will be completed.
It was noted the revenue generated from Supplemental Taxes goes to the General Fund, and when
certified for new growth becomes free cash, Dawn Thayer, the Finance Director indicated this would
result in a reduction in free cash. However, when determining free cash estimates this figure is not
utilized as it is unreliable. It is the recommendation of the Financial Team to rescind this tax in FYI 9.
