7 <br /> Board of Selectmen <br /> Minutes <br /> August 21, 2017 <br /> APPOINTMENTS & HEARINGS <br /> Joint Meetin —Mash ce Housing Authority—Appointment of Lisa Pena Vote of both Boards required: <br /> The Board of Selectmen met in joint convention at 6:40 p.m. with members of the Mashpee Housing <br /> Authority Commissioners for the purpose of appointing a new member to the Mashpee Housing <br /> Authority. In attendance was Mashpee Housing Authority members Fran LaPorte, Jill Allen and Kevin <br /> Shackett. Mashpee Housing Authority (MHA) member Richard Halpern was noted to be absent. Leila <br /> Botsford, Executive Director to the Mashpee Housing Authority was also in attendance. <br /> It is the recommendation of the MHA Commissioners to appoint Lisa Pena to the MHA Board of <br /> Commissioners in accordance with the recommendation from the Department of Housing and <br /> Community Development (DHCD). <br /> Motion made by Selectman Gottlieb to appoint Lisa Pena to the Mashpee Housing Authority <br /> Board of Commissioners through the election of 2018. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 8-0. <br /> Roll Call Vote: <br /> Selectman O'Hara, yes Selectman Cotton, yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Cahalane,yes <br /> MHA member LaPorte,yes MHA member Allen, yes MHA member Shackett,yes <br /> Opposed, none <br /> Discussion of supplemental tax bills, Jason Streebel, Director of Assessing Craig Mayen, Treasurer 1 <br /> Tax Collector: <br /> Jason Streebel, Director of Assessing and Craig Mayen, Treasurer/Tax Collector discussed the <br /> effectiveness,benefits and liabilities of the Supplemental Tax program under consideration for <br /> discontinuance at the start of fiscal year 2019. Mr. Streebel gave an overview of the one-time extra fee <br /> collected as a result of a building permit when.a property realizes a 50% value increase in the house and <br /> land. It was explained that many properties are not subject to this tax, and at times it can be confusing <br /> and difficult to process as there is no software available for this function. It was disclosed the majority <br /> of the revenue; 61% generated from Supplemental Taxes derives from the Southport development. The <br /> revenue generates averages $142,000 per year from 66 properties per year. Prior to FYI 9, it is projected <br /> the remaining 8 units in Southport will be completed. <br /> It was noted the revenue generated from Supplemental Taxes goes to the General Fund, and when <br /> certified for new growth becomes free cash, Dawn Thayer, the Finance Director indicated this would <br /> result in a reduction in free cash. However,when determining free cash estimates this figure is not <br /> utilized as it is unreliable. It is the recommendation of the Financial Team to rescind this tax in FYI 9. <br />
