8 <br /> Board of Selectmen <br /> Minutes <br /> August 21, 2017 <br /> APPOINTMENTS & HEARINGS <br /> Discussion of supplemental tax bills, Jason Streebel, Director of Assessing Mayen, Treasurer/Tax <br /> Collector: (continued) <br /> In considering the recommendation of the Financial Team to rescind the tax effective in fiscal year <br /> 2019, it was noted if there is an overlay deficit in any given year the municipality must raise the deficit <br /> plus the new years' overlay on the next fiscal year re-cap. This may result in operational implications <br /> and require an increase in the tax rate and overlay. <br /> This legislation also requires the Town of Mashpee to grant abatements, which may create a deficit. <br /> With the municipal modernization act new homes may be subject to this tax and it may create a larger <br /> liability to the town. <br /> With a catastrophic event, such as a flood or hurricane, residents have a right to request an abatement. <br /> Under the law, there is a mandate for the Assessors to grant a refund of taxes. Mr. Streebel indicated the <br /> greatest liability would be from a hurricane causing considerable damage to the community. <br /> A brief discussion followed with respect to losing the ability to capture revenue with a new hotel or a <br /> very large home if this act was rescinded. <br /> Town Manager Rodney C. Collins indicated he follows the recommendation of the Financial Team <br /> unless there is clear reason. There does not seem to be any reason to not support this recommendation. <br /> Motion made by Selectman Cotton to vote that the Town of Mashpee reject the provisions of G.L. <br /> Chapter 59, Section 21), which impose a supplemental property tax assessment on certain <br /> improvements to real estate constructed after January 1 once an occupancy permit is issued, for <br /> fiscal years that begin on or after July 1, 2018. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara,yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Cahalane,yes Opposed, none <br />
