2, Sign Expense Warrants. Board members signed the expense warrants. <br /> 3. Request for Title V Variance: 11 Starboard Lane. Mr. Harrington indicated that the plan for 11 <br /> Starboard Lane is being revised-and will likely not require a Title V variance. <br /> There being no further discussion or questions, Laurel Almquist made a Motion to continue the <br /> Request for Title V Variance for 11 Starboard Lane. Motion seconded by Brian Baumgaertel, <br /> - VOTE: Unanimous (2-0). <br /> 4. Proposed Septic System Modification,SoilAir Unit: The Residences at South Cape,Quinn's Way. <br /> Mr. Harrington stated that the Board of Health was recently made aware that the RUCK filter at <br /> the condominiums at Quinn's Way had failed, where it was not working hydraulically. Continual <br /> pumping had been required at great expense to the condo association members. The request to <br /> repair/rejuvenate the RUCK filter had been made by Holmes & McGrath to utilize the SoilAir <br /> system by Geomatrix, LLC of Old Saybrook, CT, The SoilAir system was used at the 99 Restaurant <br /> to supply air to the leaching trenches. Design plans were submitted and reviewed to add the <br /> SoilAir to the RUCK system. Mr. Harrington had sent the plans to Board Chair Brian Baumgaertel <br /> for review and preliminary approval, treating it as an emergency. Mr. Harrington recommended <br /> formal review and approval. <br /> Michael McGrath, of Holmes & McGrath, introduced himself and stated his credentials. He <br /> described the benefits of the SollAir system, primarily explaining how it restores the Ruck filter. <br /> Chairman Baumgaertel asked what caused the Ruck system failure. Mr. McGrath indicated that <br /> it was a combination of factors, which included age, heat, and the strength of wastewater in <br /> Massachusetts being higher than the industry assumes. <br /> Mr.-Harrington stated that there is a DEP Remedial Approval for the SoilAlr system. He asked if <br /> Holmes & McGrath would do the monitoring of the system, and Mr. McGrath stated that <br /> Geomatrix would have an 0 & M Contract with the condominium association and that Holmes& <br /> McGrath would be the subcontractor. <br /> There being no further discussion or questions, Laurel Almquist made a motion to approve the <br /> SoilAir retro-fit with the following conditions: 1) the repair be performed in accordance with the <br /> DEP Remedial Use Approval Letter; 2) a licensed installer obtain a Disposal Works Construction <br /> Permit from the Board of Health prior to any work being done; 3) a copy of the 0 & M Contract <br /> between Holmes & McGrath and The Residences at South Cape Beach Condominium Association, <br /> that contains the requirements for monitoring the ponding in the RUCK filter, be submitted to the <br /> Board of Health prior to issuance of the Disposal Works Construction Permit; and 4)the results of <br /> the monitoring be sent to Barnstable County per the Town's I/A regulation. Motion seconded by <br /> Brian Baumgaertel. VOTE: Unanimous (2-0). <br /> 5. Trailer Condemnation: 18 MacMurphy Drive,Otis Trailer Village. Mr. Harrington stated that,on <br /> July 30, 2018, the Mashpee Fire Department notified the Health Department of the condition of <br /> the interior of the trailer unit at 18 MacMurphy Drive at Otis Trailer Village. The Assistant Health <br /> Agent visited the property and performed a Sanitary Code inspection. Four violations were found, <br /> with one violation that was specified as a Section 750, condition that may impair the health and <br /> well-being of the occupant. The Assistant Health Agent deemed the unit unfit for habitation on <br /> an emergency basis, as the unit was vacant. The owner of the unit, Joan Martin, had been taken <br /> 3 <br />
