3 <br /> Community Preservation Committee <br /> Minutes <br /> September 6, 2018 <br /> Public Hearin —Informational Meeting regarding the fundin of ro'ects from the <br /> Community Preservation Fund for the May 2019 Annual Town Meeting: (continued) <br /> To date, the Undesignated Fund Balance is $4,776,000 minus the $1,213,000 in outstanding <br /> projects. There are no CPA funding applications designated for the October 2018 Town <br /> Meeting. <br /> The CPC has submitted (1) article as required annually to set aside the 10% Reserves of the <br /> estimated Community Preservation Funds for Open Space/Recreation, Affordable Housing and <br /> Historic Preservation purposes. The amount to be set aside for each category is $149,722. <br /> The article includes the appropriation of$40,000 to fund the FY19 operating expenses, and to <br /> reserve $1,008,051 to fund the FY19 Budget for Appropriation Reserve. <br /> Being no Public Comment, the CPC took action to close the Public Hearing. <br /> Motion made by Mr. Hyde to close the Public Hearing. <br /> Motion seconded by Mr. Halpern. <br /> VOTE: Unanimous, 7-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Hyde,yes Mr. Halpern,yes <br /> Ms. Waygan,yes Mr. Pizzo, yes Mr. Smith,yes Opposed, none <br /> Review of Inactive May 2015 Project—Acquisition of 9 Quashnet Road: <br /> The CPC project; Acquisition of 9 Quashnet Road was recommended by the Community <br /> Preservation Committee and approved for funding in the amount of$170,000 at the May 2015 <br /> Town Meeting for open space and passive recreation purposes. The property is identified on <br /> Assessor's Map 44, Parcel 11 and is comprised of 4.212 acres. <br /> In accordance with the Town's General Bylaws set forth in §6-22, a Specific Appropriation shall <br /> have a normal life of three (3) years from the commencement of the fiscal year. <br /> It was noted there has been difficulties with respect to the applicant providing a clear title for this <br /> property. It was agreed this is a valuable piece of land, and the CPC could possibly evaluate and <br /> consider an eminent domain taking. This type of purchase would clear title errors on a friendly <br /> basis. As an alternative, the applicant with the situation of heirs unknown could also be invited <br /> to reapply to the CPC at a later date. <br /> It was agreed the applicant would be notified regarding this matter, and Town Counsel would be <br /> consulted regarding the process. <br />
