Continued to October 9, 2014. <br /> HEARINGS: <br /> :o Popponesset Beach Association, o Uncle Peres Road. Proposed aquatic <br /> management of bean's Pond. Applicant requests continuance to November 13, 2014 to <br /> allow time to submit wetlands scientist and surveyor plans. NOL <br /> Motion: Mr. Sweet made a motion to continue the hearing at the request of the <br /> applicant to November 13,2014 at :00 p.m.,seconded by Mr. Shaw, vote unanimous <br /> -o. <br /> 6:03. Dean and Linda Schaffer, 133 Popponesset Island Road.. Proposed demolition of <br /> existing structure and construction of single family hone with deck, stairs and garage and <br /> invasive species removal phragmites as well as new Title 5 septic system. Continued from <br /> August 14, 2014. Nor. <br /> Resource Area: LSCST, Buffer Zone to Coastal Bank, Bordering vegetated wetland, <br /> Salt Marsh and Land Under Ocean <br /> Matt Costa, Cape and Islands Engineering, was representing the Applicants Bean and Linda <br /> Schaffer. Klatt explained the proposal is to raze the existing building, construct, a new <br /> dwelling and install a new septic system. The resource area is salt marsh and coastal bank <br /> that cornus up to the base of a concrete wall and is subject to coastal storm flowage. Mr., <br /> Costa explained that a portion ofthis coastal bank.is within velocity res according to the <br /> flood maps. There is an e isfing licensed pier on this property along with extensive <br /> landscaping. The legally previously disturbed areas we're carefully delineated. The new <br /> house is relocated slightly with the'proposed deck closer to the resource areas. The <br /> Applicant applied for the proper waivers and calculated the required mitigation plantings. <br /> Plans call for removal of ornamental plantings and a portion of dawn areas to be replanted <br /> with native grasses. The property is infested with Phragmites and the Applicant proposes to <br /> remove/mitigate approximately 4,000 square feet of this area.. The Agent said that this is <br /> well beyond the required mitigation. The Board of Health has reviewed and approved the <br /> Title.5 septic system. <br /> Mr. Costa explained the Phragmites eradication will be done strictly by hard by qualified <br /> professionals.ls. The experts will go in twice a year and'remove dead stocks and do all of the <br /> cleaning by hand. The professionals will wine back in the fall to do a hand application to <br /> each stock with herbicide that,the plant will draw down into its roots. This needs to be <br /> repeated over a course of years and will allow the natural vegetation to grow back. This <br /> procedure will be monitored and reported yearly to the Conservation Agent. <br /> 2 <br />
