The Agent explained that the entire lot is already pre-disturbed with the lawn. Phragrnites <br /> infest the bordering vegetated wetlands. The modifications aro entirely within the buffer <br /> zone and within lard subject to coastal storm flow. In terns of footprint, minor <br /> modifications to the existing hone are being mitigated by native planting and Phragmit s <br /> eradication. The Agent said the project meets the perfortnance standards to land subject to <br /> coastal st nn flog, within the buffer zone to-a coastal b ank and there is no oncroacbment <br /> into those resource areas. The Agent recommended a Close and Issue. <br /> There was a discussion about inviting homeowners of other properties in the area with <br /> eradication of the Phragmites. Mr. Costa said,if this pro j e t is approved,then other prof e is <br /> could be brought in and offsite mitigation to entire areas might be possible. Cape& Islands <br /> Engineering is approaching the homeowners in the area to offer therm an opportunity to do a <br /> neighborhood wide eradication of Phra.gmites. Mr. Costa suggested that the Connission <br /> could create a streamlined application for P ragmites.eradication that would be cost effective <br /> to homeowners. It was generally agreed that Mr. Sweet and Mr. McManus shall meet with <br /> 'the neighborhood Association to discuss this issue and educate the homeowners. <br /> The Agent referred to waiver requirements and explained it is the weighing in of all three <br /> criteria. The proposed mitigation far exceeds what the Commission would normally require. <br /> 11x. Because of its <br /> proximity to the wetlands, it will be a pump system. The existing septic tank was inspected <br /> and found to be in good condition. Plans call for keeping the existing septic tank under a <br /> patio, installing a pump chamber and pumping it up to a leach area next to the street. The <br /> septic tank will be inspected before final sign off`on the project. <br /> To Comments from the Public. <br /> Motion: Mr. Shaw made a motion for a negative determination, seconded by Mr. <br /> Sweet. vote unanimous. 6-0. <br />
