Proposed renovation of existing structure
into co=earcial space and construction of a warehouse along with utilities, storm water
management, driveways and parking areas. Continued from August 28, 2014 to allow time
to submit revised site plan. NOL
Resource Area:. Buffer Zone Bordering Vegetated wetland, Intermittent Stream.
Jack Vaccaro, Vaccaro Environmental Consulting, was present on behalf ofCotuit Solar,
and stated Cotuit Solar is proposing to move its corporate offices to Mashpee at 3 6 Savannas
Fath. He referred to Savannas Path as an `informal' road which extends north from
Sans Mill just off Route 28. The proposal is to redevelop ars existing family residence
and convert it into an office headquarters. A. barnstructure/warehouse will also be
constructed on the property ert to store materials for the solar business. The site would not b
accessed from Savannas Path but would be accessed by extending Trinity dace. Savannas
Path would remain open but a gate would be installed to prevent through traffic.
There-is a bordering vegetated wetland associated with Quaker Run. Quaker Run is ars
intermittent stream so there is no additional riverfront extending from the river bank. A
portion of the addition will extend out about 8 feet into a previously disturbed area and a
small portion is within the 100' buffer zone.
The area that will be developed for storm water management will be a vegetated swale that
would receive rainwater from goofs, parking areas, etc. to promote infiltration o
groundwater. DEP requires evidence that the proposal will not increase runoff on the.site.
The Applicant must also demonstrate that o per cent of the total suspended solids that might
be in the storm water runoff are captured. This design will include a combination of etch
basins, bio retention and infiltration which will result in 98 per cent of total solid removal.
114x. Vaccaro stated there is no need to upgrade the septic system. The proposed parking
spaces .satisfy the Town's requirements. Initially, access will be from Savannas Path until
the construction of the access road is completed. Them may be no need to eliminate trees
