The <br /> Agent suggested staking the property to show specifically where the bio-swale will be <br /> w <br /> installed. <br /> Theg ent stated that the proposed addition to the house is a minor encroachment, but with <br /> the very thick vegetated undisturbed buffer all the way to the bordering vegetated wetland, <br /> this miner encroachment will not affect.any performance standards. <br /> Mr. Vaccaro said tht.a dumping,area exists on the site, consisting of tires, concrete block, <br /> scraps and other trash. These items will be removed and the arca will be replanted with <br /> native vegetation. <br /> Mr. Sweet asked about the manufacturing and if any hazardous waste will be stored on site, <br /> Mr. Vaccaro noted that solar panels will not be manufactured on site. The business will <br /> consist of installing and storing the panels. The Agent said that during the Plan Review <br /> Meeting presentation, the Applicant confirmed that the business is an assembly operation <br /> and there are no hazardous wastes on the site, Mr. Sweet requested assurance from the <br /> Applicant that this is a contained manufacturing process and there are no raw materials <br /> stored on site.. <br /> In answer to a question about a gate on Savannas Path, Mr. Vaccaro said that Savannas Fath <br /> is a private road. A gate will be installed to discourage traffic onto the road and reduce <br /> traffic impact. The .Agent noted that the gate is not under the purview of the Conservation <br /> Cony fission (out of wetland j urisdiction). <br /> John Bartlett, ars abutter at 28 Sampson's Mill Road,referred to his letter submitted in June. <br /> He noted his property on the photos provided. He said he and other neighbors are concerned <br /> about the traffic pattern. He said that, without a gate,the road would be a pass through. Mr. <br /> Bartlett said his property has a buffer to the commercial activity and this structure will take <br /> away from the buffer. He suggested that the Board could add as a Condition having more <br /> f a buffer added in the back of the building between the residential, and commercial <br /> buildings. Mr. Bartlett stated the,value of his house and duality of life depend on the buffer. <br /> Anile he said he is not trying to prevent Cotuit Solar from progressing, he said the proposal <br /> should be done with respect to the natural environ hent and its proximity to residential <br /> properties. He encouraged -the commissioners to take the neighbo-rs' concerns into <br /> consideration. <br /> Mr. Bartlett spoke about the piles of trees that have already been taken down and he wanted <br /> to make sure all excess material is disposed of in a safe manner. The Agent didn't have a <br /> tie ,re when the logs were placed there but was told the stockpile of wood was not from <br /> that site. <br /> 11r. Bartlett said that runoff from the property comes into a wetland on his property. With <br /> all of the wildlife,wildflowers, and turtles on the property,he expressed concern about what <br /> is happening, how it is happening and the long term effect. <br /> In response to his concerns about light pollution, Cotuit Solar has offered to install <br /> downward lighting. To.address noise pollution, Mr. Bartlett suggested a 7 a.m. to 5 parr. <br /> operation business with no business activity on-the weekends. <br />
