Minutes of Meeting of <br /> Design Review Committee <br /> Heid Tuesday, November G, 2018 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Mr. Mendoza explained that Design Review is specific to the appearance of the site and <br /> the building to see if it's compatible with the ideals of the Town of Mashpee. He said he it <br /> is refreshing to see this building, and it's a nice change from the typical buildings that are <br /> presented. He likes the colors and the appearance. <br /> Mr. Cummings commented that according to the bylaws there is no parking allowed in the <br /> front of the building, even in the industrial park. He also asked about the grassed area in <br /> the front of the building. Mr. Cummings read the bylaw (Section 174-37) into the record for <br /> the parking; the parking should be located on the side or rear of the principal structure(s) <br /> unless the permitting authority determines that an alternative location will improve the <br /> project. <br /> Larry Carreiro, with Holmes and McGrath said the grassed area is a depression area in the <br /> front and back. It's designed for the water run-off from the driveway and the roof run off. <br /> There are green plantings that will capture the water as well <br /> Mr. Blaisdell said that the Planning Board could issue a Special Permit, but the second <br /> sentence in the bylaw says that the granting authority would determine the reason why it <br /> meets the requirement. <br /> Mr. Kirrane said that the Zoning Board of Appeals has the discretion to make the <br /> determination regarding the parking. He said that if the Board of Appeals cannot make that <br /> the determination, then the application will go in front of the Planning Board for a Special <br /> Permit. <br /> Mr. Cummings asked about the signage, and asked about the amount of dogs that will be <br /> serviced. He also asked if there-were any issues with noise from the dogs at the current <br /> Sandwich location. He asked where the closest residential area is to the site. He also <br /> mentioned that the Fire Department access, <br /> The applicant said that the signage was not part of the application. <br /> Mr. Mendoza wanted the record to reflect that all signage is not an issue at this time, and <br /> the applicant will need to re-apply for Design Review. Mr. Mendoza also mentioned that <br /> the committee and the Board of Appeals will want to know the specific number of dogs. He <br /> told the applicant that it would be beneficial to have a site plan showing the whole <br /> development that will be brought up at the ZBA meeting. <br /> Mr. Kirrane said that the building will be properly insulated for sound. There might be some <br /> noise on the outside but all dogs will be located inside after 7pm. <br /> Mr. Mendoza wanted to know where the snow removal will be located because this will be <br /> a concern by the Fire Department. <br /> Tim Sawyer with Brown, Lindquist, Fenuccio&Raber said that the area along the dumpster <br /> would be for snow removal, and there might be an issue with the paved walkway. <br /> 3 <br />
